    regarding DHA Bhawalpur, one thing which I note I want to share all of you.
    Recently DHA Bhawalpur very proudly share the current progress on website, if you see the progress and nearby machinery its just nothing. How DHA working with tractor trolleys on such a big project.
    Also the progress is not satisfactory , indeed its very poor. just doing backfilling for main road and if you see in the pictures the land development not yet started. They are pretty good in advertisement only.
    I posted my same concern on zammen.com advistisement but they deleted my comments- so you can imagine ( choor ki dadi mai tinka) they liveable by 2018 no way can be achieved with the machinery they are using it might be 2025.

      Aamir,
      On 13th April i personally visit the site and you are right there is nothing. Few workers were there and tractor trolleys were used to backfill. I am an engineer and having construction background and i can say that with this equipment and manpower it wouldn’t be livable even in 2019. DHA getting the money and not delivering the project on time from last few years.

        Installment plans are never supposed to be for short gain, these are offered for people who cannot pay in lump sum they can get in installment plan to complete an asset. People who booked the plot must be able to pay the installment. DHA Bahawalpur is under development phase, once development completed it will be an assets.

    i have heard that the alocated plots to Army officers as their benefit in DHA Bahawalpur has been shifted to DH A Multan. Will this shifting of plots of Army offrs will effect the property rates in DHA BWP or not. Please throw some light.

    • Dear Rizwan Behram Bhai,

      DHA often do shifting internally from one project to another project on the request of Army Officers for their service benefit plots. As your question is specific to what will be rates effects, so what I assume it will have a better effect. Because there are hardly few Army Officers who actually belongs to City of Bahawalpur, and will hold their plot to live in Bahawalpur. Usually these service benefits plots are mostly sold by these Army Officers due to their genuine needs and some time create selling pressure. Thus ultimately effect market trend downward. I think it will be positive sign for DHA Bahawalpur in near future as far as rate is concern.

      DHA Phase 9 Prism can be a good example for this scenario, at the moment 80% plots for sale in market are Service Benefits plots, which are creating selling pressure in market and dont let Phase 9 Prism market up. Thats why prism is also at halt. Once this selling is absorb in market by civil buyer, price will get stable.

      I am not saying that currently selling pressure is by Army Benefits plots in DHA Bahawalpur. There is no selling pressure in DHA Bahawalpur market of service benefits plots at the moment. I am just assuming that if these service benefits plots remain allotted to Army Offices against their service in DHA Bahawalpur, they may create selling pressure like Phase 9 Prism and can effect market more in DHA Bahawalpur. This answer is only specific to rate effects on DHA Bahawalpur if Army Officers plots shifted to DHA Multan.

      DHA Multan will have soon selling pressure in market due to service benefits plots available for sale once DHA Multan started charging development charges. However it is just an analysis on this single factor, there are many other factors involve in property rates. Please do not based any selling or buying decision on these analysis.

        As you have mentioned that DHA MULTAN soon have selling pressure once DHA start charging development charges.

        My question is that DHA BAHAWALPUR is ahead of MULTAN by almost 1 year or so and DHA BAHAWALPUR will charge development charges before DHA MULTAN, if that is the case; then the selling pressure due to this development charges factor will Come for DHA BAHAWALPUR sooner than that for Multan.

          If service benefits plots remained in DHA Bahawalpur, we are assuming that DHA has shifted all all service benefit plots to DHA Multan. If these are shifted to DHA Multan then there will be only selling available by Civilians in the market not the Army Officers.

      Definite DHA Bahawalpur has bright future, it is under developed. In small cities locals do not take interest until things come on ground. DHA Multan ballot is expected in June after DHA Multan notice for verifcation till 15th May. It mean that DHA will complete verification till 15th May then ballot may expected in June almost.

      Waqas Bahi , AOA, Logically decline of one kanal profit could not be explained. As you know 2 kanal was booked at 90 lac. Now profit is 6 lac . It means 2kanal would cost 96 lac today.( 48lac / kanal).WHEREAS 1KANAL WAS BOOKED AT 38LAC. NOW PROFIT IS ONLY 1LAC . SO IT MEANS 1KANAL WILL COST ONLY 39LAC TODAY. IT MEANS TWO WILL COST 78LAC . How we can justify difference of 18lac (96-78lac)for two kanals . Surely no of customers for two kanal plot is MINIMAL. Otherwise Own for 1 kanal plot should be at least 9 lac. Is there any big group manipulating market so that they purchase one kanal plots in bulk and earn huge profit within next 6-8 months. Please analyse and what u will advise to one kanal installement plot holders . Thanks

      • Dear Asad Ibrahim Bhai,

        I really appreciate your constructive feed back. Only difference you are using 1 Kanal own price as base price. Usually it is witness that small size of plot is usually expensive in per Marla calculation then bigger size of plot.

        DHA Booked 10 Marla at 22 lacs and 1 Kanal booked in 38 lacs so it mean that 1 Kanal plot price is less in per Marla calculation then 10 Marla. In such way 2 Kanal price should be less in per Marla calculation then 1 Kanal. If 1 Kanal booking price is 38 lacs then 2 Kanal should not be more then 70 to 76. But DHA booked 2 Kanal in 90 lacs, we can say that 2 Kanal plot is overpriced. But we are not sure if DHA is offering 2 Kanal plots on main roads and charging premium price for it. I personally believe it that 2 Kanal plots will be on prime locations thats why DHA booked on premium prices.

        The only reason for DHA 1 Kanal Installment minimum own is 1 Kanal Cash files. These are still available in 32.25 lacs today. I have already share this analysis for DHA Multan as well that buyer will have installment as well as cash files available in DHA Multan as well. This may effect 1 Kanal profit in DHA Multan as well. Where as 10 Marla and 2 Kanal are only available on installment files. There is no substitute available for cash payment in 10 Marla or 2 Kanal thats why 10 Marla and 2 Kanal is more stable in DHA Bahawalpur and same is witness in DHA Peshawar. In DHA Peshawar 1 Kanal own is also less then 10 Marla plot.

        These are few factors dependent on price, but definitely these are not the total factors there are many other factors which are supporting for price of any property.

Although DHA BAHAWALPUR has started developmental work but it has not shown positive influence on prices. Do you think price of one kanal plot will be around 50lac. If not , then do you think investment in DHA Bahawalpur is useless. What is ur advise for one kanal instalment plot holders.

          We are expecting price of 1 Kanal plot near 40 lacs at year end. But once it is developed and starting occupied prices will grow with more rapid pace.

      Would you please share recent pictures of DHA Bahawalpur development. Seems like DHA Bahawalpur Chapter lost its significance after the launch of DHA Multan, Prices are drastically diminishing for Bahawalpur Project (1.5 Own for 1 Kanal). Would you please elaborate why ?

        Development work at DHA Bahawalpur site is going on, it is already started. DHA Bahawalpur claims that it will be livable till 2018. 1 Kanal booking file price is coming down due to cash file price. 1 Kanal cash file is still available at 31.75 lacs. Installment file 5th installment is due till 30th April. At the moment upfront amount of installment file after 5th installment will be 18.42 lacs plus 1.5 lacs own price plus 1.50 lacs transfer fee and 1% commission 38,000. Now purchaser calculate that how much he is going to pay for installment file, it is approx:

        5 Installment paid + down payment = 1,842,000
        Own Price: 150,000
        Transfer fee: 150,000
        Commission: 38,000

        Total: 2,180,000
        Balance: 7 installments x 285,000 = 1,995,000

        Where as cash file is available at 31.75 lacs plus 61,500 for membership and transfer fee plus commission 31,000, total cost to buyer is 3,267,500/-

        This is the only reason. Same is situation is going to happen in DHA Multan as well. Because DHA Multan is launched on number 3rd. Bahawalpur was launched at number 1st. So Bahawalpur cash could not get enough time to get stable also due to small city people were avoiding it. But now development work started and we know DHA Bahawalpur will be livable in 2018 as per DHA claims. Now cash files prices are getting better due to buying. DHA Bahawalpur 10 Marla own price is still better then 1 Kanal due to no substitute available in cash. But 1 Kanal files are also available in cash as well.

        It is just demand and supply. DHA Bahawalpur allotted Total 5129 Plots of 10 Marla. Now out of 5129 plots holder how many want to hold this till possession this is the actual reason. We cannot have any idea out of 5129 plots holders how many are real buyer, mean how many want to live in Bahawalpur. Suppose If out of 5129 plots all are end user then no body will be willing to sell it and will pay their installment till possession to make their dream homes. Then price will be increasing every day almost because no seller in market. It is just an assumption and we know it is not possible. It is just to explain you why market is stagnant for 10 Marla plots in DHA Bahawalpur. Because there is supply in market. Still there are people who cannot hold it and are willing to sell it. Once this segment of people finished and files will be transferred to holder or end users, market will start growing. It is one of the factor which set price for any area.

        Another factor can be a huge number of buyers enter into the market which ultimately result into price appreciation. Still price of 10 Marla is competitive in Bahawalpur as compare to nearest societies in surrounding of DHA Bahawalpur. It is a good sign for DHA Bahawalpur.

        Other factors are ease of transfer process, in beginning it was very tough procedure for agents to accommodate such transfers with so many un necessary steps involved in it. Although it was good efforts by DHA Bahawalpur to open sub offices in Lahore, Islamabad and Karachi. We do appreciate it. But due to new step it take time to refine the process. Due to some un necessary steps these offices could not respond as they could. Now these are improved but Agents who work initially still away from DHA Bahawalpur and are not recommending their investors about this project. We are working with DHA Bahawalpur from day first. We have faced a lot of issued with transfer process in Past. But with the passage of time things are improving now. I am afraid if DHA Bahawalpur Management do not take it serious then DHA Multan may lead the market.

        However there are still many other factors which can change the price. I just tried to give example that why price is not going up. But DHA Bahawalpur is a good investment and affordable by low income living in Bahawalpur. Other wise prices vary from 4 lacs per Marla near DHA Bahawalpur Societies (development standard no where meet DHA Standard) up to 15 lacs per Marla in City area.

          I know this platform is for DHA Bahawalpur but I want to ask a question about DHA Multan if you have any idea. Do you know how many acres land they have and how many number of plots they are offering in this balloting ?

          Further, I would like to know that Overseas Pakistanis do get advantage over General Public or all of them to be treated as same in balloting ?

          DHA Multan claims that they have 6000 Acre only for Installment plots. Overseas don’t have any edge over General Public. However every category has specific quota and ballot will be held within the same quota.

        • Dear Ali Bhai,

          You are right because word ballot has a vast meaning. When there was only cash files available in DHA 20 years or 30 years back word ballot mean was understood as “Plot Ballot”. But now plots are being offered by booking on installment plan and applications invited from public openly and allotment will be made through ballot that who is successful or un successful.

          What is balloting?

          The term balloting was generally used for assigning plot numbers to the allottee for a said project in Pakistan Real Estate. In General Ballot mean “decide the allocation of (something) to applicants by drawing lots”. There are two types of Ballot in Pakistan Real Estate Market in General now:

          Booking Ballot
          Booking ballot mean when a project is being offered on installment plan and people apply for the booking, ballot held for successful and unsuccessful applicants called Booking Ballot

          Plot Ballot
          Plot Number Ballot mean a draw in which numbers allocated to each allottee against its file, in other word Map issued with plot numbers.

          Tips: Now a day people are often trapped in the name of ballot by Agents / Developer / Builder / Authority. It is recommended to ask Agents / Developer / Builder / Authority before booking any project that it will be a confirm booking or there will be booking ballot, also when Plot Ballot will be held?

          So the ballot you are referring it was booking ballot. DHA Bahawalpur has not announced yet any date for “Plot Ballot”.

      Information all dha bahawalpur personnel . as you know that property exibitation held in qatar wef 13 to 15 march and attend two days regularly. There i discussed all issues which were discussed in internet and makes me disturbed.
      1. Dha bahawlpur have no issue of land with sea pack cpec or railway. It is ramour
      2. They have one kanal and villa for sales.
      3. They have not single file of 10 marla for sale.
      3. I have 4 files and one of his member requeste me want to buy for his friend and want to pay me own 10 lack.
      He was very astonished when he lissten rate mentioned on net.
      5.i requested to him please clear all roumer in your website.and he was agree.
      6. I also discuss the mode of payment regarding bank draft for installment. Installment payment shuld be transfer through on line slip.
      He noted my queries.
      Soon they will resolve .and clarify.
      Advise for 10 marla donot sale lessthan 10 lac own. Please not hearting some one. Just share information. Which i discussed.

      They have some surplus plots of 1 kanal etc (those personnel who did not Deposit down payment at time of ballotingThat were only few one . But when plots numbers and sector will be anounce it may jump dubble. As per dha bahawalpur team. Dha given insentive to overses Pakistani only in qatar. 13 to 15 march. I think there’s offering is finished.

          Mr. Waqar give rate for sell and Buy. He has files available for sale as well. If you think it is low price you must buy another one to get benefit in near future.

          We give rates for available for direct with us or available for sale in market with other agents. If a file is available for sale in 4.50 lacs own then buyer of file must be below 4.50 lacs. Sellers are demanding 4.50 profit. If it will be traded on 4.50 lacs and still there is demand market will start growing.

          We are not here to control to rates and we cannot give higher rates to make some one happy. I agree that a worth of 10 Marla plot in DHA Bahawalpur with brand name DHA should be more then current. But rates are decided by sellers and Buyers. If all sellers disappear from market tomorrow, market will start growing. There are many reasons for seller to sell.

          eProperty never ever involve in speculation or manipulation. You will see when rate will increase it will sudden increase. It’s up to sellers and buyers. Once non holders sell their files and holders bought it at least till possession of the project market will start taking gain.

          Selling before maturity (at least possession) may return into profit as well as loss.

      I am a local resident of Bahawalpur.I have purchased one file of 1 kanal in August 2015 of more than 31 lacs.At that time i am also the listening the same thing from the DHA administration that hurry up files will go up in next week.I think these are the market tactics and DHA Bwp location is very far from the city.It will grow but it will take long time because the city is very small and due the new government taxes market is slow and in Bahawalpur there are 8-10 main inverstor which buy the files from the land owners , market rates are in their hands.So much Rate fluctuation in DHA BWP is not good for investors like us. DHA multan growth is good as compared to DHA BWP.

  31. DHA to set up medical college in Bahawalpur

    BAHAWALPUR: Defence Housing Authority (DHA) Project Director Arif Rashid Kiani has said that the authority will establish a new medical college in Bahawalpur.

    Addressing the ceremony held in connection with balloting for plots at the Bahawalpur Cantonment on Saturday, he said that applications for admissions on hundred seats would be invited by the end of this month through the University of Health Sciences (UHS), Lahore.

    He said campuses of the National Defence University and National University of Modern Languages would also be set up in the DHA Bahawalpur.

    DHA Bahawalpur Villas Ballot result are now online. Congratulation to all successful Villa holders. DHA will soon send information / intimation letter with instructions for down payment and membership fee along with membership form. Usually DHA give 30 days to make payment for down payment and membership fee. Once the process is complete, DHA open transfer for trade. eProperty do not recommend any trade before DHA transfer opening. It may be risky deal for Sellers, Buyers and Agents before transfer. However if you can trust a Seller and Buyer and are sure about him / her you may proceed with the deal. However we recommend any trade should be done once transfer is open by DHA Bahawalpur.

        Ballot is held on 10th of March, 2017. DHA will now send letter to successful applicants with information / intimation letter instructions for down payment and membership. Once members will pay the down payment and membership fee they will become member of DHA Bahawalpur. After completing this process DHA Bahawalpur open transfer for Villas.

        It is not recommended for any trade (selling or buying) before DHA Bahawalpur open transfer. There may be a risk for selling and buying by un known persons. However if you know some one and can trust then you can proceed for selling and buying.

        The prices of instalment packages are design for those who are unable to pay lump sum. To calculate these instalments do justify or not. We need to calculate a 6 Marla house cost first. A Marla house cost is between 45 t0 55 lacs as per quality of construction. Now booking price is 70 lacs. If plot price is 15 to 16 lacs assumed. Then DHA is charging a premium of Rs. 0 to 10 lacs depends on construction quality. I just assumed Rs.0 for the calculation.

        Now insysllmnet plan is for 2 years so we have to pay 850,000 after every quarter to complete the booking price. We can say that if DHA could increase the project time from 2 years to 3 or 5 years then we may have a minimum instalment possible. But are people ready to wait for this much time this is the other question.

        So as per calculation these instalments payments are affordable for buyers who don’t have lump sum to pay and can pay in instalment to have their home with DHA brand name.

        Although the quality of construction was never good before for any builder bulk quantity houses including Askari / DHA / Bahria / Eden / Urban / Paragon etc. I hope that DHA Bahawalpur will specially focus on the construction quality including wood work, tile work, bath room and kitchen fixtures etc. If DHA Bahawalpur also construct as the same traditional way then project will not be much successful as usual.

    Sir i want to ask, if the rates will increase or not as the investors will not invest due to impose of tax and the buyers of bhawalpur does note look interested in DHA. kindly suggest if to keep the file or sell it as iam from karachi and hold this file is it fruitfull or i should sell and buy in karachi.?

      DHA Bahawalpur it is at lowest in all newly launched projects of DHA Lahore Chapter. Now rates will improve soon as it is at development stage and once things are more visible on ground the interest of local buyer will increase, year 2017 will be a good year for DHA Bahawalpur.

    Atif Bhai, I gave my input, everyone has to decide for themselves. The information is authentic, and one can check from DHA Bwp that the allotment to army offrs has been shifted to DHA Multan.

      DHA often shift Army Officers plots from one project to another project due to various reasons. I think there must a communication gap between your friend and DHA about this issue. I already have shared a known issue between DHA Bahawalpur and Pakistan Railway. As DHA have not issued any map for DHA Bahawalpur so that 34 Acre land is also not a concern as far as map is out. If you have an allocation in DHA Bahawalpur it mean you will be allotted a plot in DHA Bahawalpur. Also if it is true that you course mate plot is shifted to DHA Multan it mean DHA is already adjusting files on that 34 Acre some where else and this is will be good step by DHA to fix such issues.

        I checked with DHA Bahawalpur and two DHA BWP officials confirm that these are rumors and DHA Bahawalpur have extra land. I suggest to my brother Arif we shouldn’t spread any news without authentic source.

          Hi All.,

          I also checked with dha and couple of other sources. 38 acre is just penut as they have 4 to 5 thousand acre land and it is not going to impact at all. These sort of issues are very small and quiet common under each dha and not going to impact much.

        Atif Bhai, your reply makes sense. There can be numerous reasons of shifting army officers plots to DHA Multan including to give them a favor as that’s a better investment as of today.

    Aoa Atif bahi. Though it is 34 acre but point is that if dha already issued files against that area then how it is going to impact individual and more over it could be setback for dha as they have already started sectors planning.

    Will individual get a substiture plot file? Please explain both points…thanks

      We know DHA give files against land. First of all if there is an issue between DHA and Pakistan Railway about the area DHA cannot issue files against it. It was allotted by the Govt. Currently files are issued against land which are in the market. If there are any files issued against this land of 34 Acre still these are given to Army personal. As Arif Bhai already told that they are adjusting such personal in other projects (if any). However at last Allocation mean that one has been allocated this size of plot and will be given to him when ready. So it is not difficult for DHA to adjust such plots any where in the project. We know DHA issue 2 files of 1 Kanal against 1 Acre land it mean in every Acre DHA has left over of 6 Kanal with DHA and can adjust any such plots.

    I came to know this from my ex course mates who were allotted plots in DHA Bahawalpur as part of their first incentive (96 PMA long course onward). Same allocations are now being cancelled because of land conflict with CPEC.

    Before making some decisions, I may request you to double check this information, please.

    • Or it may be your fiend is referring to following issue that is already a known issue and it is only about area of 34 Acre not for the whole project. Such dispute are usually easily solved if parties want to solve it.

      Senate panel directs Punjab Revenue Board to retrieve railways land from DHA

      The Senate’s standing committee on railways on Tuesday directed the Punjab Revenue Board to ensure the recovery and handing over of railways land from the Bahawalpur Defence Housing Authority (DHA) within three weeks along with a report in this regard.

      “This committee wants to regain 34 acres of land from the housing society before the next meeting, which is likely to be held by the end of March in Lahore,” said Senator and Committee Chairman Fateh Muhammad Hassani.

      The committee met here under with Minister for Railways Khawaja Saad Rafiq, other ministry officials, and the revenue boards of all four provinces.

      The railways minister said that the government of Punjab should resolve the dispute and that the Punjab Revenue Board should hand over the land to the railways ministry. He said that the Bahawlpur deputy commissioner had mistakenly allotted the land to the DHA and the Punjab Revenue Board had admitted its mistake in this regard. “Revenue officials and the DHA must resolve the matter immediately,” said the minister.

      The panel also expressed its annoyance over the absence of the chief secretaries of all the provinces from the meeting despite sending notices for them to be present before the meeting for a briefing on the important matter of encroachments on railways land across the country. The chairman of the committee issued directions to ensure the presence of Punjab chief secretary in the next meeting.

      An official of the railways ministry briefed the committee about the ministry’s plan for the prevention of railway accidents. They said that the old system was installed at every level crossing and that the ministry was introducing new measures to minimize the rate of railway accidents in the future. A study is under process to modernize the entire railway system, the official said.

      Talking about modernization of the Pakistan Railways, Khawaja Saad Rafiq said that the tracking of trains through GPS, medical and psychological tests of drivers, assistant drivers, and gatekeeper, installation of two modern plants for the checking of trains at Karachi and Lahore, traffic signal system at level crossings, modern communication systems and other measures were under consideration to bring reforms to the outdated system.

      The minister, while talking to the media after the meeting said that a feasibility study is in process for the up-gradation of the ML-1. He said that the study will be concluded soon and work on up-gradation of the ML-1 will start by the end of the current year.

        If Allocation Rate is 30.50 lacs
        Transfer fee 1.5 lacs
        Commission 30 thousand
        Total: 32.30 lacs

        If Affidavit Rate is 31.40 lacs
        Transfer fee 6500
        Commission 31 thousand
        Membership fee 51500
        Total: 32.29 lacs

        Now file price and commission is variable, other expenses are fixed. Hope now you can calculate easily next time.

          DHA Bahawalpur 1 Kanal allocation file transfer fee break up is as under:

          DHA Charges
          DHA transfer fee: 50,000
          Membership fee: 37,000
          Registration Form fee: 350

          Govt. Dues
          Stamp Duty (3% of DC Value): 36,000
          Capital Value Tax (2% of DC Value): 24,000
          Gain Tax (1% for filler) 12,000
          Gaint Tax (2% for non filler)

          I just provided this all details for visitors convenience. In your case, you are seller and has to pay Gain Tax (2% for non filler) i.e. Rs. 24,000

          DHA Bahawalpur DC Value is 12 lacs per Kanal.

          In allocation 32.30lac u did nt added membership 51500.?
          So does it mean allocation will cost me 50k aprx more cost…and to go to dha office fr tfr is in addition to it? As conpare to afidvit?

          150,000 transfer fee includes ever thing including membership fee, dha fee all Govt. taxes for purchaser (stamp duty and cvt) etc.

        Down payment 257,000
        Amount of Installments paid
        Own Price
        This will be the total price for buyer excluding transfer fee and commission charges etc.

        1 Kanal installment files profit (own) mean the amount of profit or own on paid amount. For example if some has paid down payment and 2 installments and want to sell he will get down payment plus two installment paid and profit amount against his file.

      AOA, DHA Bahawalpur is the cheapest among all DHAs and pratically DHA Bahawalpur is No.1 as far as development is concerned. Then what are factors which have damped DHA bahawalpur. Local DHA management is unable to advertise their project or local property dealers are responsible ? Comment on future of DHA BAHAWALPUR.

        Local buyer in DHA Bahawalpur is not convinced until possession announced for living by DHA Bahawalpur. Once construction started end consumer will enter into market. There is a good potential of buyer in Bahawalpur for DHA product. But because of first ever product of DHA in Bahawalpur so majority of people will not not enter until see some thing constructive on ground.

        Yes it is original paid amount plus this profit value excluding any late payment charges due to non payment of installment in time and Advance Tax on sale which is applicable on seller at the time of sale if selling before 3 years.

        • Dear Muhammad Sajjad Bhai,

          Affidavits files are issued against land and once transfered it become allocation.

          Affidavit is first transfer and you don’t need to pay Stamp Duty and CVT only transfer fee of 6500. Once transfer on your name you may membership fee and it become allocation file.

          Once become allocation then every next transfer it remains allocation and you have you pay all taxes. Allocation transfer fee is 150,000 approx. What ever cost you cheap it is better.

        Booking ballot is already done. No plot location ballot ever done. Files available in market are Phase 1 only at the moment. Plot number ballot is expected in end of 2017 or begining of 2018 hope fully. No official date available for plot number ballot.
