Elahi watches over new buildings, wants new laws

Punjab Chief Minister (CM) Chaudhry Pervaiz Elahi, taking notice of dilapidated and dangerous buildings in Lahore, Multan and Gujranwala, has told the authorities to develop a practicable plan to provide alternative residences for the building’s inhabitants.

According to a press release on Monday, he told a meeting at CM’s Secretariat that safeguarding the life and property of the people was the prime responsibility of the government and it would fulfil all its obligations in this regard. The meeting also decided to take a number of important measures when constructing new buildings such as ensuring safety measures in plazas and monitoring the quality of construction material.

The CM said that apart from the implementation of existing building laws in the province, new laws would also be formulated to ensure the safety of people. He said that because of increasing population, there was a growing trend of building multi-storey plazas and residential buildings in Lahore as well as other cities of the province, therefore there was need for stern monitoring at every level to ensure proper facilities and safety measures.

He said that buildings violating regulations reflected inefficiency as well as corruption in the departments concerned and reliable staff would be appointed to counter this. The meeting also stressed the categorising of cement, steel bars, electrical fixtures and other material used in buildings to ensure quality. It was also decided that certificate of completion would not be issued to any commercial building in future unless it had proper emergency arrangements.

According to another press release, the CM addressed a seminar arranged in connection to the ten-year celebrations of KASHF, a non-government organisation (NGO) that provides loans to low income families, and said that welfare NGOs would have to concentrate on benefiting the lower strata of society to strengthen their image.

He said that KASHF has rendered an invaluable service to the Pakistani society and set an example for others by disbursing micro-loans worth more than Rs 3 billion to 90,000 people.

Highlighting the significance of loans to skilled women and those who took interest in business and trade, the minister said that the government would cooperate with all NGOs concerned. He said that the Punjab government had distributed a colossal sum of Rs 16 billion in the last four years including loans under the Punjab Rural Support Programme for the economic rehabilitation of the poor people of the province.
