FIA nominates nine accused in Model Village Kurri land fraud case

* Senate body directs agency to submit reports within 45 days

ISLAMABAD: the Federal Investigation Agency (FIA) on Monday informed the Senate Functional Committee on Government Assurances that nine persons including a tehsildar and Capital Development Authority (CDA) officials were involved in the Kurri and Rehara village frauds.

“FIA officials informed the committee that the accused were involved in gross irregularities, illegalities and criminalities in the Kurri Model Village case,” an official who attend the meeting told Daily Times.

A brief crux of the allegations is that during the course of award of the Built-up Properties (BUPs) of Kurri and Rehara village, Zone IV, the accused CDA officials ‘obliged’ hundreds of non-entitled persons and included them in the award list.

The officials were also accused of issuing fake allotment letters to the awardees, due to which many legitimate victims were deprived of residential plots and cash compensations.

Committee Chairwoman Senator Kalsoom Parveen told journalists after the meeting that the committee had directed the FIA officials to give advertisement in local newspapers asking the allottees and victims to present their relevant documents.

“This way, the genuine victims will submit their documents and the fake ones will never show up.”

She said the FIA would submit a report in this regard within 45 days, adding that the issue could not be resolved during the last 27 years because no one took interest in it.

During the FIA investigation, Tehsildar Mian Aftab Ahmed and CDA Admin Officer Asgher Ali were arrested on August 17, 2011. Their post-arrest bails were rejected by the court, but were granted bails by the Islamabad High Court.

The other accused are former CDA director (L&R) Waseem Shamshad Ali, former CDA deputy director Sheikh Abdul Rasheed, CDA AD (Technical) Malik Muhammad Mumtaz, CDA Sub-Engineer Khalid Khokhar, Naib-Tehsildar Ghulam Ali, Ghaniur Rehman Girdawar and revenue official Shahid Mehmood. The FIA presented the names in written, the copy of which is available with Daily Times.

FIA officials further informed the committee that the scope of investigation was expanded, and in addition to the nine nominated accused, the role of members of the Kurri Action Committee and the CDA Verification Committee was also examined, after which arrest warrants of 10 members of the Kurri Action Committee were obtained from the competent court.

They said that a door-to-door survey of Kurri and Reharra villages was underway to identify the fake BUPs.

They said that all the record relating to the award and allotments had been computerised in order to take out fake entries.

They said that more than 500 fake entries had been identified, which would have resulted in a monetary loss of more than Rs 1 billion to the government, as those fake awardees/victims were declared eligible to obtain a developed plot measuring 35 x 70 square feet, whose present market value was around Rs 2 million approximately.

The committee was informed that in addition to the identified victims, there was a large number of sufferers who had not been compensated properly in the award. They said that such victims were also approaching the FIA, whose statements were also being recorded.
