Islamabad: CDA blunders make allottees suffer the most

The hiccups in development of residential sectors D-12, I-15 and G-13 are fast adding to the woes of allottees – thanks to slow pace of development work, lack of professionalism and differences between the Capital Development Authority (CDA) and contractors.

While thousands of low-income allottees, who have invested billions of their hard-earned money, are still kept ambivalent about the fate of their requisited plots to materialize their dreams of having some shelter in the federal capital, but the undue and prolonged delays in the development are making them suffer more miseries.

Sector D-12 was opened in 1989 but CDA’s Land Directorate could not acquire 272 kanals of land falling in two villages while another hundreds of leftover cases are still pending.

The authority had awarded the contract to M/s Ayub and Brothers in year 2000 but work was initiated in 2005 due to some land disputes. The contractor suspended development work four months ago, demanding escalation owing to the price hike of steel as well as construction material.

However, CDA’s Director General Works Abdul Jabbar Malano said the controversy has been resolved and development work has been resumed, offering 117.5 per cent increase above NIT rates.

He feared that ongoing monsoon season and upcoming month of Ramzan might also delay the project but hoped that development work will be completed by December this year, adding that the term and conditions of the revised contract would be finalised within a day or two.

“Work on service and major road of the sector and installation of grid station are yet to be done,” he added.

The authority has allocated 260 acres for residential purposes, 25 acres for educational, 61 acres for recreational and 47 acres have been reserved for commercial purpose.

The development of sector I-15 is also facing same hiccups for last three years as the project was to be completed in 2008 while the on ground position is that more than half work is yet to be done. The development remained suspended over differences over cost escalation.

However, the director general said that work has resumed, adding that it would take another one and half year to complete.

The sector, once complete, would house more or less 14,000 families including 8,000 condominium-styled housing units but the completion of the project is still a far cry.

The CDA official said work on major road has been started while work on services sector would be started later.

He said the development work in sector G-13 is also in progress and the allottees have been given possession of the developed part. He hoped the development of the sector would take another six months to complete.

He said after completion of development work in sector I-16, the Authority has started handing over plots to the allottess, adding the sector would be provided remaining facilities shortly.
