This interview was conducted in Beginning of June. Market situation was quite different at that time. Every one was optimistic even though knowing that new taxes are going to be implemented from 1st July like every year new budget implemented from 1st of July. But no one was aware this much worst situation can be face. Thats why it is look like this. It may possible if tomorrow Govt. revert all the taxes and our analysis will be quite difference very next day. Analysis are based on various variable factors. How long they remain constant for a specific time frame then vary, it is an important factor. Like new taxes almost halt the market. How long it will remain the same if Govt. does not agree to make any change to previous state. This is still questionable. It is like nerves game now, suppose if Govt. do not show any relaxation and remain strict on the same. What do you think how much time market will take to recover?
Are there any chances of Govt. reverting back to old rules? Market doesnt seem well.

Kindly explain how does it go with the current tax and other changes.
For example if I own a plot (Army Officer) in DHA 9 which has the market value of Rs. 75 Lacs and only three development charges installments paid. Now if I want to sale it how much will I receive cash-in-hand after clearing all the taxes/fees?

Army Officers allotted plots are exempted from Advance Tax on Sale. If you are seller and a Army Officer and plot is allotted to you then you have nothing pay at the time of sale. Your development charges are subject to mutual understanding between you and buyer.

Atif Bhai kindly do elaborate what do you mean when you said “Your development charges are subject to mutual understanding between you and buyer.”?
I am the seller, so if the market value for the plot is 75 lacs and the Development Charges in Total is Rs.13 lacs. Will the buyer pay me 75 lacs or will he subtract the total 13 lacs development charges (since he has to carry on paying the development charges himself, after purchase of the plot) and pay me 75-13= 62 lacs only?

Development charges are 19.50 lacs for Civilian category plots. Army plots has installment of Rs. 50,000 each. But once I plot transfer to civilian it carry on civilian installment of Rs. 175,000. Mutual understanding mean the terms decided for deal e.g. some buyer offers the price with installment paid for e.g. if you have paid 3 installment paid of Rs. 50,000 buyer might be offer you Rs. 75 lacs with 3 installment paid. Its up to you and buyer how you mutually agreed on the price other case may be that you ask for installment separately. At the moment Phase 9 Prism is not dealt with full price. It is dealt with paid installment separately or including price. Soon it will be dealing with full price then you can minus the remaining installment from final price.

There is no installment plan in DHA Lahore. We are dealing with DHA Phase 9 Prism. I am not updated with DHA Phase 4 Islamabad project

If cvt/stamp duty is still being calculated on DC rate and only gain tax will be calculated on FBR price, then why market is under pressure? so we pay same old CVT/ stamp duty, only gain tax will be worry some as it will be calculated on FBR rate but only if one wants to sell it soon.

DC rates are also increased and also a new list is also issued for the same by FBR.
For example DHA Phase 9 DC Rate for year 20-15-2016 was 20 lacs, now DC rate is 30 lacs for year 2016-2017. But FBR rate is 45 lacs for year 2016-2017. Stamp Duty and CVT will be calculated on DC rates and Advance Tax on Sale and Advance Tax on Purchase will be calculated on FBR rates.
Thanks Atif bhai. In Rs Rupees what will be CVT, Stamp duty for 5 m. Like i was told CVT is Rs. 15000 (@ 2%) and stamp duty is 22,500 @ 3% is it correct and FBR tax not known.

DHA Phase 9 Town FBR rate is 45 lacs
DHA Phase 9 Town DC rate is 30 lacs
CVT & Stamp Duty will be calculated on DC Rates and Seller Gain Tax will be calculated on FBR rates.

Atif bhai, If this is a case as you described then it means market will suffer as government made their mind and it was mutually agreed by DHA dealers group and now people are reluctant to do any buying or selling. So the agreement made by DHA dealers with Govt. does not look correct move and seems rejected by main stake holders that is Purchaser.

Things are beyond control of Govt. as well as Agents. Decision is imposed on suggesstions IMF and World Bank.
Dear Atif Bhai, After Transfer of plot was done and they provided me with membership form & orignal forwarding letter and asked me to wait for CVT as yet rates not final and once finalized then we will submit the documents for allocation letter. Please guide what is matter of CVT & Stamp duty and second is there any risk involved in this delay or now i am secure. JazakAllah

Now DC rates are available and you can submit CVT and Stamp Duty also the Advance Income Tax on purchase of Immovable Property. You are secure now but after a specific time period if you do not deposit these documents then you will be charged fine. So it is better to submit the documents as soon as possible. You have to pay the membership fee along with the document submission.

i heard only 5 transactions per day now in dha office, how long all this will continue.

Yes it is fact that there are hardly 5 to 10 transactions per day. Market is just stuck and no regular activity. We should wait and see the market and then decide.

There is no real time transaction in the market at the moment. Assessments are same as before 30th June. Hope fully market will start working in next week. official rate list is still not available.
