Lahore: Model Town Society to expell members violating commercial property rules

Afnan Khan

LAHORE: The Model Town Society (MTS) will cancel the membership of residents who have illegally commercialised their properties if they do not comply with society rules by the end of 2008.

The MTS has issued notices to around 200 people after conducting a survey of properties commercialised against society rules. Several educational institutions, offices and markets have been established in the area during the past few decades. The Co-operative Model Town Society Act, 1962, under which the MTS was established, declares any such development illegal and a nuisance to peace of the area.

The residents accelerated their efforts against illegally commercialised properties following a suicide blast outside an office of an intelligence agency, which was established in a private house. TA Khan, a J-Block resident, lauded the society’s efforts to nab culprits who have converted residential properties into commercial ones.

A resident of C-Block, Fatima Abbas, said that her neighbouring house had been illegally converted into a school, which had resulted in a permanent traffic jam and noise pollution. She said that the previous administration had also tried numerous methods against the violators of society rules, including cutting their water and power supplies, but the problem had persisted. However, MTS Vice-President Nawab Tahir Khan said that current the administration was serious about eliminating such residences.

Pressure: He added that the administration was also urging the government to remove its offices from the area despite pressure from various government and non-government quarters. Khan said that those losing their memberships would not get facilities on subsidised rates and would not be able to represent themselves in society meetings. He believed that most people would undo the commercialisation of their properties due to the “severity of the action”.

LCCHS (Lahore Cantt Cooperative Housing Society) was established on 19 March 1975 with the Registrar Coop Punjab. The business of the Society was carried out through a Management Committee (MC) consisting of 11-15 members. During 1989, in the general meeting of the members a byelaw, authorizing serving army officers to cast vote through postal ballot for electing MC members and making policy decisions was passed. This did not suit to some members due to their vested interests. Therefore they challenged the decision in the High Court. In 1991 High Court suspected the MC and instructed all the power of MC to Commander Lahore Corps. In order to improve the efficiency of LCCHS, the Society was converted into Defence Housing Authority on 2 Jul 1999. first through a Provincial Ordinance and finally through Federal DHA Order of 19 September 2002.
