Karachi: DHA, Clifton admins review complaints of residents

KARACHI: The DHA Administrator and CBC President, Brig Khalid Tirmizi presided over a meeting on Thursday at the Cantonment Board Clifton office to review the overall situation of the residents` civic complaints. Tirmizi expressed his concern over the increasing number of pending residents` complaints pertaining to provision of civic amenities. He underlined the need for identifying the weak areas in the system and to take appropriate and practical measures for resolving the residents’ problems.

The performance of the Karachi Electric Supply Company (KESC) in Defence Housing Authority (DHA) and areas of Clifton was perhaps the only silver lining on a rain-crippled Monday.

While much of the city lost electricity supply with the first drops of rain, supply to most of DHA remained uninterrupted through much of the downpour. As a result, small shops and markets continued with their businesses, but their customer count was reported to be low, given that many consumers were trapped inside their own houses.

Meanwhile, civic infrastructure seemed to have collapsed altogether in DHA. The much-publicized and the admittedly expensive DHA storm water drainage system failed to perform its intended function, as water kept flowing out of the main drainage line at the intersection of Main Commercial Avenue and Khayaban-e-Bahria, rather than inside it. Interestingly, nine trucks of Cantonment Board Clifton (CBC) were parked together near the intersection, ostensibly for drainage purposes, but seemed clueless and without direction.

Further along, towards Sunset Boulevard, the entire road was submerged under water. This situation was witnessed just a few hundred metres away from where the CBC trucks were parked. In an irony of sorts, part of the main line of the drainage system exists on the same road, but it seemed that the entire drainage system had stopped working, with some residents and their employees even trying to drain water from inside their compounds.

The other Khayabans around DHA were also severely inundated, with parts of Ittehad, Bokhari, Rahat, Shahbaz, Sehr, Bahria, Hilal, not only unfit for traffic but also unable to provide entry to residents living there.

While the scenes at the main thoroughfares were obviously chaotic, the scenes inside the lanes were even worse. Those houses which are built at a higher incline seemed safe from standing water, but those at lower planes seemed to be affected most.

A common complaint in DHA, apart from jibes at the drainage system, was that a lot was spent on developing a drainage system, but not much attention was given to the drainage of service lanes along main thoroughfares. As a result, even these lanes were inundated, and in some cases, water even entered inside homes.

Punjab Chowrangi remained a hub of activity, as many commuters awaited some form of transport while the rain lashed down. Many cars also sought some sort of refuge at a petrol pump located at the Chowrangi, a situation compounded by the fact that many petrol pumps had stopped selling fuel in anticipation of the rise in prices from Tuesday (today).

The road from Punjab Chowrangi towards Askari-I was already partially inundated after the first albeit moderate spell of rainfall on Sunday. The situation, however, worsened on Monday, with the road almost fit for boat traffic rather than vehicular traffic. The situation improved as one moved towards Boat Basin, with many markets and fast food outlets open for businesses

Applications Forms for the scheme can be obtained from all branches of designated commercial banks free of cost and can also be downloaded from website www.dhakarachi.org. A Call Centre with a Universal Number 111-589-589 has been established at DHA’s Main Office which is functioning round the clock to provide all necessary/relevant information about the scheme to the public.
Administrator said that DHA City has lot of potential and offers an excellent opportunity to national and international developers and investors to do profitable ventures. He added that the project was unique of its kind and presents securest investment opportunity with bright prospects for the future.

Director DHA City said that the land on Super Highway has a most stable layout for construction with a firm soil having adequate strength to bear the load of high-rise buildings. He also disclosed that a 72 inches water pipeline and the main gas supply line were passing close to DHA City.

He said that DHA would adopt sector wise approach in its development strategy so as to acquire credibility, professional efficacy and trust of people. He said that the first phase of DHA City would accommodate people from all segments of society.

Karachi : A prize distribution ceremony was held at the end of Sunset Sports Gala 2009 organized by Defence Authority Sunset Club here today. Mr Moin Khan, former Captain Pakistan Cricket Team was the chief guest of the function.

A number of sports events were held during the Sports Gala spread over two months in which a large number of Club members including men, women and children participated with utmost zeal and enthusiasm.

Matches of all categories in lawn tennis, table tennis, badminton, swimming, squash and snooker were held in which more than 180 players took part.

Speaking on the occasion Mr Moin Khan said that sports provide a healthy outlet and rejuvenates human body and spirits.

He said that sports sharpen skills and produce agility and strength in body and mind.

He said that sportsmanship is the essence of life. He said sports were essential for a progressive, optimistic and forward looking society.

He congratulated Sunset Club for arranging lively activity of sports which helped in promotion of healthy and positive trends in society.

The Club Secretary Lt Col (R) Iftikhar Ahmed said that members of all groups including women participated in all sports events with great enthusiasm and fun.

He said that female members took keen interest in various competitions and displayed visible excitement and enthusiasm which was very encouraging.

In the end the chief guest gave medals and shields to the winners and runner up of various sports events.

Karachi: DHA Cogen power, desalination plant recommissioned

The Cogen Power and Desalination Plant of the Defence Housing Authority (DHA) was recommissioned at the Defence Authority Country and Golf Club on Thursday.

Nasim Khan, Defence Cogen Ltd (DCL) Managing Director (MD) and representative of Ashmore Energy International (AEI), informed the gathering that the damaged Cogen plant had been repaired and was producing water and electricity since August 21.

He said that the plant was in the testing and pre-commissioning mode, and that all tests, including vibration tests, were returning technically sound results. He said that the Cogen plant would start commercial functioning by the end of August.

Chief Guest Commander V Corps Lt-Gen Shahid Iqbal said that stakeholders concerned rose to the occasion, and resolved all technical, financial and administrative impediments in a professional and competent manner. He said that Phase-II of the project consists of a similar power and desalination plant, with a production capacity of 105 megawatts (MWs) of power and five million gallons (MGD) of water. Urging the DCL to ensure that Phase-II of the Cogen project takes off promptly and successfully, he said that the second phase was essential to meet the growing water and energy needs of the city. DHA Administrator Brig. Khalid Tirmizi described the recommissioning of the Cogen Plant as a “momentous event” and a “massive breakthrough” towards addressing the depleting energy needs and water scarcity problems of the metropolis. He thanked all stakeholders of Cogen project for their support; the KESC for providing the energy needed for energising the plant, the SSGC for restoring gas supply, Siemens for their cooperation in recommissioning the plant and the banks for providing the much-needed financial support to DCL.

He also thanked residents and residents` associations for their support, understanding and cooperation. Tirmizi also lauded the Role of the media for provided adequate coverage and highlighting the issue in a positive manner.

A large number of people, including the DCL MD, representatives of AEI, officials of KESC, SSGC, various banks, representatives of stakeholders from Turkey, Brazil and representatives of various residents associations attended the event.

Karachi: DHA residents oppose move to cede control of area mosques

Residents of Defence have opposed the move of the Defence Housing Authority (DHA) to cede control of mosques that full under its jurisdictions. Under the new DHA plan, control of seven mosques managed by the authority has been given to residents’ committees, with DHA claiming that the move was made to lessen the authority’s financial and administrative obligations.

DHA residents are concerned about the security, safety, and administrative affairs of the mosques of their area, especially after they are no longer controlled by the DHA. They believe that since the DHA is used to collecting a separate amount from its member-residents for managing 15 mosques, it should not Òrun away’ from this important civic obligation.

Defence Society Residents’ Association President and former federal minister Captain Haleem Siddiqui said that it is utterly unwise on the part of the DHA to cede control of its mosques, as it could lead to sectarianism, division, and indiscipline in the affairs related to mosques and their management.

“If the DHA administration is not there to control and manage affairs of the mosques then the vacuum would be filled by certain groups, which would create clash of interests among the unscrupulous elements,” he said.

Siddiqui said that the mosques were built by DHA to benefit its residents, and before taking any decision on their affairs, residents should have been consulted and taken into confidence. ÒNo such process took place, and obviously now we are concerned with the situation. The DHA has been undertaking various projects and developments work beyond its perceived realm, so at least it should be doing to manage well its mosques,” he said.

DHA Administrator Brigadier Khalid Tirmizi meanwhile maintained that since the authority’s move has caused reservations among the residents of the area, they have put on hold plans to hand over the rest of the mosques to similar residents’ committees of theirs. Tirmizi told The News that ultimately it would be ideal if all services and amenities run by DHA are handed over to the cantonment board or residents’ committees. He said that being developers or builders of the area, it is not the prerogative of the DHA to run and manage services such as water and sewerage, horticulture, and mosques.

It is worth remembering that the DHA has been facing a financial crisis since the completion of its new storm water drainage system, and has been seeking to jettison its various municipal, civic, amenity, and administrative, obligations in the area, mainly by transferring them to Cantonment Board Clifton (CBC), the municipal authority of the area.

According to Tirmizi, there are several other mosques in Defence which are run by civilians, and these DHA mosques could also be run by the residents. He said that seven mosques have been handed over to the residents’ committees, and since the transfer of their control, they had been managed without any problem.

“Ultimately we would hand over all the DHA mosques to similar residents’ committees,” he said. “We have retained the Tooba Mosque as it is regarded as an icon of the DHA due to its grand presence in the area,” said Brig Tirmizi, adding that this move would provide due relief to the DHA from its financial obligations. “Ultimately we would not charge fees for running the mosques from the residents after handing over all the mosques,” he informed.

Former DHA Director Religious Affairs Brig (retd) Dr Foyouzur-Rahman Jadoon said that till 2005, when he had been with the DHA, there was no shortage of funds to manage and administer mosques of the neighbourhood. “During my tenure with the DHA, the number of mosques managed by the authority rose to 20 and we even took into fold non-DHA mosques of the area, whose private administrations had been facing difficulties in managing them,” he said.

“We had plenty of funds in our department and used to disburse salaries to four caretakers, besides prayer leader and Muezzin associated with each of the DHA mosque and this practice should have been continued,” he said. “It was a great service being rendered by the DHA by managing these mosques and I don’t think the DHA should abandon this tradition,” said the former DHA official.

He said that the aim of DHA educational institutions is to produce confident, enlightened and forward looking individuals who can face the challenges of life successfully.

DHA Degree College for Women Phase-VIII made a mark by clinching all the top three positions in BSc. (Pass) annual examination 2008 of the University of Karachi.

The students of the College Asma Hanif, Muneeza Abdul Quddus and Mehreen Muhammad Iqbal secured first, second and third positions respectively in the University exam.

Ayesha Muneer of the same college secured first class first position in BA (Final) Exam 2008 of Karachi University while Humera Amin excelled by securing first class second position in BCom Exam 2008 of Karachi University. Aena Rizvi of Defence Authority Public School (O&A Levels) excelled in A/S level law in Cambridge System of Examinations.

The position holder students were of the view that the culture of rigorous academic discipline, punctuality and intellectually vibrant learning environment provided at the College campus played a pivotal role in their success.

At the end the Administrator awarded shields, certificates of distinction and cash awards to the students for their brilliant performance.

He commended the efforts of Pakistan Bonsai Society for promoting the fantastic Japanese art in Pakistan. He said that Bonsai Centre established by the Society at DHA Zamzama Park over the years has emerged as a nucleus for disseminating the knowledge and information on the intricate art and science of Bonsai in the country.

He said that Bonsai pavilion at the park provided a fantastic venue for permanent collection of beautiful miniature plants.

The Administrator reiterated that DHA would go all out to support and patronize any initiative aimed at promotion of any intellectually creative pursuit in the society.

He added that DHA attached great importance to development of parks, roadside plantation and playgrounds for providing recreational and relaxation facilities to its residents.

Earlier the President Pakistan Bonsai Society Dr Jamsheer Talati in his welcome address outlined the objectives of his society. He termed Bonsai as an engrossing hobby having dedicated and enthusiast followers all over the world. He said that Bonsai art was becoming popular in the new generation. He said that practice of Bonsai art required knowledge, intricacy, discipline and perseverance.

Mr Muhammad Ovais, Honorary Secretary PBS said that the mechanics of the intricate art of nurturing Bonsai plants revolved around selecting appropriate plants, and doing pruning, trimming and feeding of miniature trees. He said that success of growing Bonsai trees depended on maintaining harmony and balance in their growth and on their appropriate exposure to sunlight.

Karachi: DHA launches housing project in Super Highway

KARACHI: The long-awaited launch of DHA venture on the Super Highway is likely to create ripples in the real estate sector, realtors said on Wednesday.

The DHA City is a new project of Defence Housing Authority, the commercial real estate arm of the defence department and administered by the Army.

Located in the area of Greater Karachi on the Super Highway, at 20 minutes drive from the airport, the DHA City offers plots of 200, 300, 500, 1,000 and 2,000 square yards. Prices range from Rs750,000 to Rs7,500,000. Payments are divided into instalments over a period of nine years after which the DHA would hand over possession of the plots.

Although few other housing projects are going on in the city, realtors say that the DHA has launched its project at a time when there is a slump in the real estate market.

Property dealers say that given this market slump it cannot be said whether people will buy plots there or not. But since the DHA has an impeccable reputation in property trade, there is a strong possibility that people will invest in its venture.

Dealers pointed out that DHA property ensures a safe long-term investment that is secure with no chances of illegal occupation and fraud due to direct administration of the army.

“However,” a realtor said, “in an area where a plot is available for Rs200,000 the DHA City is offering the same-size plot for Rs750,000,” commented a real estate agent.

DHA is charging three times the value of land in Greater Karachi that is located on the outskirts of District Karachi and has seen development only after the launch of Northern Bypass road project.

But Col ® Najam ul Islam Rishi, Secretary DHA, said that services, maintenance and security in DHA-governed areas mark a lifestyle unmatched by other areas and thus DHA projects have an edge over those by other developers. “We have just started this project, now the people’s response will tell us,” he commented.

After the launch of the project some builders in Karachi fear that DHA is slowly becoming a strong land mafia, capturing land and developing it under their banner wherever possible.

Secretary DHA says, “This land was allotted by the provincial government to us for which we have paid the money.”

While the government is unable to sustain basic services like electricity, water and gas in the main city areas it is difficult to imagine how these areas of Greater Karachi will be supported. But DHA authorities say that the government has announced certain plans for power generation and water supply expanded over a period of 5-10 years and the possession of DHA City plots will be in sync with this so that there will be no shortage of these basic utilities.

The real estate sector in Karachi will also have a positive effect with a project such as DHA in the vicinity the benchmark for other developers will also increase.

Response of the people is already predicted to be pretty good, “If it is a project by DHA most people and potential buyers will prefer it over other areas,” said another estate agent. “By the time the project will be completed it is expected that the basic utilities will also have reached there, increasing the value of the plots furthermore,” said he.
