Bahria Town admin flexes muscles to flop Park Enclave Project

* Malik Riaz starts booking of Bahria Enclave plots without getting any
* CDA hesitates to take action against Riaz due to his political influence
* Park Enclave project likely to end private housing societies monopoly and manipulation of plots prices

ISLAMABAD: Though Capital Development Authority (CDA) has not given No Objection Certificate (NOC) to any housing society in Zone IV, Bahria Town’s Malik Riaz has announced to launch a housing society in Zone IV and started receiving money from the innocent persons in the name of plots in clear violation of CDA byelaws.

On the other hand CDA administration which got vacated over 17,000 kanals of land from encroachers during last six months on instructions of Supreme Court, does not seem willing to take any strict action against Bahria Town administration due to their alleged relations with high profile political personalities, Daily Times learnt on Sunday.

According to reliable sources, Riaz has been influencing about 80 percent private housing societies in federal capital, Members of the administrative committees of the these societies are blue eyed of Riaz who allegedly invests money to buy hundreds and thousands of memberships of the societies at the time of elections due to which his favorites win the elections, they said, adding, after that they do whatever Riaz wants.

On the other hand, the land mafia has paralyzed the CDA, which has been given responsibility to open new residential sectors as development of many sectors have been stalled, said the sources, adding, encroachers sitting in these sectors are directly or indirectly are under the influence of Riaz due to which CDA could not announce any proper residential sector for almost 22 years. They said under this situation Riaz and his blue-eyed persons or developers were meeting the residential requirements of the city and manipulating prices of the plots. They said land mafia increased the prices of the plots and sells all the plots or files of the plots and after some time they once again bring the prices of the plots down and purchase the land and plots and again they increasing the prices by manipulation.

A CDA Director General (DG) on condition of not to be named said in federal capital people prefer to by CDA owned plots and as CDA has been failed to launch any residential sector the people have no choice but to invest in private housing societies. He said CDA had announced Park Enclave after 22 years and CDA chairman Imtiaz Inayat Elahi also announced that second and third phase of Park Enclave will be announced. It was further decided that till August 2012 possession of the plots of 1st and 2nd phase will be given to the allottees to restore citizens trust in CDA owned plots and after that other sectors worth of Rs 10 trillion will be announced in zone IV.

Sources said if that proposal would have been implemented prices of the housing societies would have gone down or at least no one would invest in the new the private housing societies. He said keeping this factor in view Riaz, who is behind all housing societies, has decided to fail Park Enclave (New Project Launched by CDA in Zone IV) and announced a project of Bahria Enclave. He said in advertisement given by the Bahria Town it has been mentioned that Bahria Enclave is in front of Park Enclave on the other side of the road, but in fact the land on which Riaz has been claiming to build a project is almost seven and half kilometers away from Park Enclave.

A director of CDA told on condition of anonymity said CDA had not given any NOC to any housing society in Zone IV, but still Riaz announced a residential project and have been looting the people. He said a First Information Report (FIR) should be registered against him and land should be seized by CDA, but as there is general impression that Riaz has close links with the influential political personalities so even management of CDA is hesitating to take any action against him.

Another officer said in zone V at least 400 kanals of land were required to file an application in CDA for the opening of housing society and yet it is mandatory that CDA gives that NOC or not, but Malik neither have that land nor he has submitted any application or documents with CDA, but still he has been advertising his illegal housing society.

A renowned person of the city involved in property business requesting not to be named said Riaz had purchased over 100 kanals of land in that area and has been getting assurances from the area landowners that they would sell their land to him. Although considering these circumstances he (Riaz) cannot launch or advertise any housing society, still he is doing because he is sure that after getting the money from the citizens he will use it to bribe the propitiations and will try to get the NOC for his illegal housing society.

Sources said as CDA was not taking any strict action against illegal housing society, residential problems in federal capital will not be solved and just like zone II and stalled sectors encroachments in zone IV spread over 70,000 acers will also increase.

According to sources, track record of Riaz showed that he had never closed the memberships in his previous projects due to which it appears that he will allot the plots to all applicants even if they would be in thousands. If Supreme Court or President, Prime Minister took notice of this illegal project and closed it, then billions of rupees collected from the citizens could be stuck up becoming another housing scam.
