SC seeks details of plots allotment to CDA employees

ISLAMABAD: Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry while hearing a suo moto case on Thursday observed that the people who got posted in CDA even for two days got the plots.

A three-member bench, headed by CJP was hearing the suo moto case against the illegal allotment of 4,000 plots by Capital Development Authority (CDA) to its employees. The employees of CDA had moved an application to Supreme Court and pleaded that illegal allotment of 4,000 plots by the CDA chairman had caused a loss of Rs 18 billion to the national exchequer.

Ramzan Chaudhry counsel for CDA submitted a report to the court, which stated that 3,192 plots were allotted to the low paid employees of the authority in past. CDA allotted 111 sq yard plots each to 2,090 employees of BPS 1 to 6 and 850 plots to grade 7 to 10 employees. Some 252 plots were allotted to grade 7 to 10 employees. The report claimed that the CDA had allotted plots to its lower staff on the direction of the apex court. “From the last 16 years, CDA employees were not allotted any plot, whereas, federal government employees were allotted plots in sectors 1-8, G-11, D-12, G-13 and G-14 on different occasions,” CDA also added in its report. The CDA also informed the court that 11 plots of 600 sq yards each were allotted to grade 20 and above officers and 269 plots of 356 sq yards each were given to grade 17 to 19 officers, 333 plots of 311sq yards each were allotted to BPS 14-16 employees of CDA. The CDA also informed the court that no designated green area/park/ playground was utilized for this purpose.

The court directed the counsel for CDA to submit complete detail of allotees on next hearing. The CJP observed that employees had some rights but such favoritism should be stopped. He said all these allotments should be re-checked and everything should be transparent. The case was adjourned for three weeks.

On the last hearing, the court had observed that allotment of 4,000 precious plots by the CDA was another big scam like that of the Pakistan Steel Mills.

The petitioners in the application stated that under CDA Land Regulations 1993, 2000, CDA employees were not entitled to 20 percent quota. They said when they moved the high court, the Federal Housing Foundation and CDA admitted that there were only 61 plots and thus concealed the facts. They claimed that a total 282 plots were allotted out of 343 plots among its officers leaving behind only 61 plots, against which the employees approached the superior courts, which issued directives for distribution of the remaining plots among other employees. The CDA authorities also hide facts from the National Accountability Bureau, they added. They further said the deputationists from other departments were allotted plots and later the plots were sold out at hefty prices.
