According to FIA, gross irregularities have been committed during the process of Survey of Build Up Property (BUP) and allotments of residential plots in Kurri Model Village, Zone IV, Islamabad by Ali, the then director Land and Rehabilitation, in connivance with the abovementioned accused persons.
Accused Ahmed managed to enter fake BUPs and fake names of affecttees in the Urdu List with mala fide intentions and personal gains resulting in allotment of hundreds of plots to compensate fake affecttees.
The other accused Ali, while working as assistant/ admin officer processed the files of the plots in contravention to the procedure and by-laws prescribed by CDA.
Both the above-mentioned accused persons were booked on August 17. FIA informed that Shamshad was removed from the CDA last year after being accused of allotting hundreds of fake plots in a compensation package given to villagers of Kuri, where the CDA acquired their land for developing a model village. The cabinet division had sent its report on the scam to Prime Minister Yousuf Raza Gilani who ordered suspension of the director land.
The FIA informed the court that CDA chairman recently revealed that in his absence Shamshad had issued 500 allotment letters of residential plots in a single day followed by another 400 the very next day. A total of 3,961 allotment letters were issued of which more than 2,400 were without approval. The complaints about the fake entries in the award list were lodged with the office of chairman CDA, members’ estate and the National Accountability Bureau (NAB) after which all the allotment letters were cancelled.
The FIA also informed court that the alleged persons showed 4,500 affecttees instead of 1,000 and Rs 800 million was fixed for their compensation.
The court ordered FIA to produce accused before court on August 20.
