LDA budget of Rs 13.88 billion approved

LAHORE: The governing body of the Lahore Development Authority (LDA) has approved annual budget of LDA and its subordinate agencies Wasa and TEPA, amounting to Rs 13.88 billion for the fiscal year 2008-09. Collective income of LDA, Wasa and TEPA has been estimated at Rs 13.88 billion against expected expenditures of Rs 12.715 billion, including Rs 7.74 billion earmarked for development works.

The governing body met here on Monday, which was chaired by Lahore District Nazim Mian Amer Mahmood. It was also attended by LDA Director General Irfan Ali, Town Nazims Mian Javed Ali, Chaudhry Muhammad Ashraf, Yusaf Ahad Malik, Khalid Javed Ghurki, Sardar Kamal Umar and Shaafqat-un-Nisa Begum, Wasa Managing Director Dr Javed Iqbal, LDA Additional Director General Ahmad Ghazali and representatives of the provincial, local governments, housing and finance departments attended the meeting.

The total income of LDA has been estimated at Rs 8.07 billion against the expected expenditures of Rs 5.64 billion. This amount will also includes development expenditure of Rs 3.9294 billion. For the development of housing sector, the LDA will spend Rs 1.41 billion for the development of necessary infrastructure in housing schemes for government employees, LDA Avenue-1. It will also spend Rs 220 million for undertaking remaining works in other housing schemes in the city.

The LDA will also spend Rs one billion on the construction of new buildings during the fiscal year 2008-2009. An amount of Rs 500 million has been earmarked for the construction of Lahore Tower at Jail Road.

The other schemes that will be executed include construction of Degree College in Quaid-e-Azam Town at a cost of Rs 75 million, construction of LDA Urology Hospital at a cost of Rs 50 million and completion of civil works for LDA office in Johar Town at a cost of Rs 70 million. A new program for repair and maintenance of roads namely Lahore Rehabilitation Program will be launched at a cost of Rs 500 million.

These projects will include construction of Madar-e-Millat Road from Pindi Stop Moulana Shoukat Ali Road to Ghazi Chow College Road, Quaid-e-Azam Town, at a cost of Rs 325 million, improvement of 45-M Wide main road from Southern Bypass to Shadi Wall, M.A. Johar Town, at a cost of Rs 18 million, improvement and carpeting of internal roads in blocks P, R, and M in Johar Town at a cost of Rs 18 million, road from Butt Chowk College Road to Wasa Tanki No 4, Quaid-e-Azam Town, at a cost of Rs 21 million, widening and improvement and carpeting of road in block Q in Model Town Extension at a cost of Rs 4.950 million, improvement and carpeting of 20-M wide road from Main Boulevard, Sabzazar to Bund Road at a cost of Rs 9.980 million, improvement and carpeting of Main Boulevard Gulshan-e-Ravi from Multan Road to Bund Road at a cost of Rs 30 million, widening and improvement of road along Nala (Right Carriage way) from Neelam Block Allama Iqbal Town to Multan Road at a cost of Rs 40 million, widening and improvement of Main Boulevard Mustafa Town at a cost of Rs 8 million and road from Canal Bank Road to Tajpura Housing Scheme at a cost of Rs 28 million.

It has also allocated Rs 430 million for improvement of internal roads in various housing schemes. Development works in Lahore Press Club Housing Scheme will cost Rs 200 million whereas provision of basic amenities in katchi abadies will cost Rs 50 million during the fiscal year 2008-2009.

Meanwhile, Wasa is excepting to receive Rs 3.67 billion in the financial year 2008-09 and it will spend Rs 3,196.200 million on non-development heads and Rs 1,82 billion on the Development schemes. In the next fiscal year, Wasa will install/replace at least 69 tubewells in various areas of the city at a cost of Rs 360 million. It will also undertake provision and improvement of water supply in the city at a cost of Rs 500 million.

The major development expenditure will be spent on the following new Schemes: separation of sewerage from cantonment drain at a cost of Rs 100.00 million, replacement of outlived tubewells of 4 and 2 cfs capacity in different areas at a cost of Rs 86.651 million, laying of trunk sewer line (Home Economics College to Linear Park) at a cost of Rs 100.000 million and construction of south west waste water treatment plant at a cost of Rs 72.764 million.

Also, other development projects include water supply, sewerage and drainage works, and construction and rehabilitation of overhead reservoirs in different towns at a cost of Rs 100.00 millions, trunk sewer from Shadi Pura to Salamat Pura at a cost of Rs 128.617 million, area drainage scheme in M M Alam Road and replacement of water supply lines and construction of rider sewer at a cost of Rs 100.00 million. Wasa would prepare a master plan for water supply, sewerage and drainage system of Lahore at a cost of Rs 50.000 million. TEPA

In the budget, TEPA will have a total of 2.12 billion at its disposal. The new schemes of TEPA will include “Rehabilitation of Moulana Shabbir Usmani Road’ from Y Junction, New Garden Town, to Moulana Shoukat Ali Road at a cost of Rs 10.370 million, construction of Southern Bypass Road from Ferozepur Road to College Road (Old Ring Road) at a cost of Rs 10.000 million and construction of Structure Road from Expo Centre in Johar Town to Valencia Town at a cost of Rs 30.000 million.
