ISLAMABAD, Jan 20: The fate of a housing scheme launched two decades back by National Assembly Employees Cooperative Housing Society in Zone-V hangs in the balance due irregularities committed by its previous managements.
Presiding over the annual general meeting of the society, MNA Sheikh Waqas, who heads a four-member caretaker committee, revealed that the society had only 320 kanals and a bank balance of just Rs237,000 while the number of its members was more than 3,000.
Mr Waqas, who is also the head of a sub-committee formed by the National Assembly standing committee on house and library, has been investigating the reported fraud in the housing scheme for over three months.
He informed the members at Aabpara Community Centre that almost all previous managements of the society were involved in the scam.
The MNA claimed that all members of the society would be provided plots without any extra charges. However, he did not elaborate how it would be possible.
He also floated a proposal that the 320 kanals available with the society could be merged with any other adjacent housing scheme through an agreement to provide plots to all members of the society. “I am working on the proposal and will come up with the final solution in the next few days,” he said.
The NA body has already found gross irregularities in the affairs of the housing society that was reportedly supervised by Tariq Khakwani, a close aide of Prime Minister Yousuf Raza Gilani.
It was disclosed in the meeting that according to an assessment of Capital Development Authority (CDA), the infrastructure work done by the contractor was not more than Rs4 million; however, the pervious administrator of the society made a payment of Rs90 million against it.
The sub-committee of the NA standing committee had prepared its report in the light of statements from officials of CDA, local administration, circle registrar office, office-bearers of the society and the assessment conducted by the civic body and presented it to the main committee. The report is likely to be presented before the National Assembly in its next session.
Mr Khakwani was removed from the office of administrator NAECHS last month and its new four-member management committee has been formed under the head of Sheikh Waqas.
The meeting was informed that former management committee of the housing society had purchased the land at a cost of Rs900,000 per kanal. However, the officials of the CDA and the local administration were of the view that the price of land at that area was Rs400,000 to Rs500,000 per kanal.
