Officers leaking CDA future strategies to Bahria Town admin

ISLAMABAD: Though clash of interests between Capital Development Authority (CDA) and Bahria Town is intensifying, some senior officers of CDA has been instrumental in leaking information regarding future strategies of the civic body to Malik Riaz for stalling the Park Enclave project started after 22 years, sources told Daily Times.
CDA sent two bulldozers to the Park Enclave site on Monday for development work but the civic authority’s officers had already passed this information to Riaz who sent 10 bulldozers to his illegal site of Bahria Enclave and started development work in order to lure maximum investment in project without any No Objection Certificate (NOC) from CDA.
Finally, CDA Chairman Imtiaz Inayat Elahi announced some more facilities for Park Enclave, which could not be provided in any private housing scheme.
Daily Times in a report published on July 10 pointed out that according to sources Riaz has been influencing about 80 percent private housing societies in federal capital. Members of the administrative committees of these societies are blue eyed of Riaz who allegedly invests money to buy hundreds and thousands of memberships of the societies at the time of elections due to which his favorites win the elections and later do whatever Riaz wants. On the other hand, the land mafia has paralyzed the CDA, which has been given responsibility to open new residential sectors as development of many sectors have been stalled, said the sources, adding, encroachers sitting in these sectors are directly or indirectly are under the influence of Riaz due to which CDA failed to announce any proper residential sector for almost 22 years. Sources said under this situation Riaz and his blue-eyed persons or developers were establishing their umpires by selling plots to residents the city and manipulating real estate prices due to their monopoly. If CDA had been succeeded to implement its plan the prices of residential plots would have gone down and no one would invest in the new projects of private housing societies.
A director of CDA told on condition of anonymity that CDA had not given any NOC to any housing society in Zone IV, but still Riaz announced a residential project and have been receiving heavy amounts from people in the name of plots booking. He said according to rules strict action should be taken against the project and land should be confiscated.
According to sources, on Monday the CDA chairman reached at the site of Park Enclave and started development work with two bulldozers, but as information was already passed on by some CDA officers to Bahria Town administration, Riaz also reached at his Bahria Enclave site along with 10 bulldozers and started development work.
Elahi on Monday announced some more facilities for the Park Enclave. Road demarcation has been done; 150 feet road will be constructed from park road to Chatha Bahktawar opposite Chack Shahzad. Another 150 feet wide road will be constructed from Kuri Village. Besides, access will be given to Park Enclave from Simli Dam, Lehtrar and Ali Pur Farash. To facilitate the allottees first entry will be given from Park Road and second entry will be given from Kuri Road.
According to sources, a ban has been already imposed on construction without getting NOC or approval of Lay Out Plan (LOP) in Zone IV and Park Enclave is the only legal residential sector in Zone IV, but Riaz has been violating the rules. Besides, sector, which has been announced by Riaz is almost 7.5 kilometers away from Park Enclave and the access road given to this scheme is just a single road.
