    Sir, Are all installment plots (UPto July 2018 , 10th Installment paid) of 10 Marla also include in December-2018 Balloting , & what will be the best time to sale 10 Marla installment Plot ?

      Only up to date files at the time of ballot will be included in the ballot. If ballot going to held in December 2018 then till date updated files will be eligible for ballot.

  3. Congratulations to all DHA Bahawalpur files holders

    DHA Bahawalpur Management announced tentative date for DHA Bahawalpur plot number balloting. It is requested to all DHA Bahawalpur files holders to pay their membership fee (if not paid yet, excluding booking files. Booking files holders have already paid membership with down payment) at their earliest to be eligible for DHA Bahawalpur plot number balloting which going to be held in 2nd half of year 2018.

      Atif bhai where is the tentative date? about which you are congratulating DHA bahawalpur file holders. do you think it is fair to call 2nd half of year 2018 a tentative date? DHA bahawalpur nay customers ko truck ki batti pechay lagaya howa hay while DHA multan is progressing at a much rapid peace as compared to DHA bwp what are your comments. Thanks

        Project size of DHA Multan and DHA Bahawalpur differs. DHA Multan need much more speed to meet the target. I do agree with you that it should be clear month rather the 2nd half of the year but DHA can have better answer for this. I just share the official statement given through letter post to members to pay their membership fee to get eligible for DHA Bahawalpur Plots Ballot.

          Dear Atif bahi,
          Rana sb is 100% correct. Till today 19 July 2018, dha 1 kanal allocation file holders has paid approx.30 lakh, while market rate is just 25 lahk. dha bahawalpur is just a very poor project. Investors not attracted towards it, rather they are moving towards multan. No one in market wants to even discuss DHA Bahawalpur. this is poor working on behalf of DHA bwp management. They failed to attract investors & current investors are leaving, & still they are talking about balloting in 2nd half. This is just a rubbish statement by Dha management.

          I do respect for your opinion and analysis for the project, but we should be realistic about our analysis. DHA Multan was booked at 68 lacs per Kanal and facing same issue as Bahawalpur 1 Kanal booking plot. I am sharing installment plan analysis of DHA Multan for your as under:

          On 7th installment 43 lacs will be paid by allottee and remaining 5 installment will be 25.50 lacs of 5.10 lacs each. At the moment DHA Multan 1 Kanal file is very hard to sell in the market.

          Atif bhai do the Allocation file holders also need to deposit any fee? I think membership fee is only for Affidavit file holders as Allocation file holders pay membership fee at the time of conversion from affidavit to allocation status. Jazak’Allah for your guidance

          Atif Bhai,

          Kashif Sb might be talking about people who bought 10 Marla instalment file in 6.5 own and now profit is 50 thousand only. And what about the comparison of 1 kanal instalment and affidavit/ allocation file. As you said, prices are stable from past many months but in fact they “collapsed”.

          I happened to be in Bahawalpur on this Eid and visited DHA. I had to really look for the boards and gates which people brag about here on this forum. Just came across 2-3 boards mentioning that this is DHA controlled land etc etc. Couldn’t see any mentionable development work which is really a very sorry figure for DHA Bahawalpur.

          You have always advocated DHA Bahawalpur which is a very good approach for positivity in business and society. But in my opinion, DHA Bahawalpur has failed miserably to deliver and will continue in future as well. Ballots might (repeat might) bring some positive change due to which people may take out invested money on zero profit. But for this, DHA would have to really push their project to make it happen.

          I really appreciate your feed back and concern regarding DHA Bahawalpur. Yesterday DHA Bahawalpur advertised for Expression of Interest for Electricity Work. Things are moving very positively. It is not necessary that DHA Bahawalpur should have a number of sign boards there to show their existence even one board is enough to show that there is DHA Bahawalpur. Physical development work can be witness on site. Also Google Satellite image is now showing the development on site so one can see it without visiting it. You must have not visited the development on site which is going on inside the area.

          In fact DHA Bahawalpur remain stable if not growing, irrespective of continuous supply of fresh affidavit in market prices are still stable. Where as DHA Multan has started its extensions files as well. Once DHA Bahawalpur will have possession situation will be quite different. In term of ROI DHA Bahawalpur will be have a reasonable return if not very high.

          As far DHA Bahawalpur advocacy is concern, I recommend a project due to various multiple factors, growth is only one of them. The most important is safety of your investment. DHA is the most safe and secure developer in Pakistan in terms of Safe Investment.

          I do agree that DHA should have to really push their project to make it happen and I am pretty sure that once possession will be available situation will change. However new developments usually take time to be accepted by locals normally.

          Well, loss in terms of inflation is applicable to property in all over Pakistan. Many people are comparing Pakistan Property prices with recent rise in Dolor. Also property market is in depression overall, it has nothing to do with specifically with DHA Bahawalpur. We must consider each and every factor while comparing DHA Bahawalpur prices.

          You have any idea when 1 kanal DHA Bahawalpur ballot will done. I have bought 1file affidavit in March 2017 @ 31.50 Lac and really shocked about the current price. Please advise I need to hold this until ballot to recover my investment.

        • Dear Mubashar Bhai,

          In fact price are down at the moment. I will recommend you no to sell it if you don’t need urgent money. Development work is going on at site and expectedly it will be livable (partial area) at the end of 2018. Ballot is expected at the end of 2018. Although your buying is 31.50 lacs but believe once it will recover it will recover your loss easily.

          Also new tax rules will now support DHA Bahawalpur, DHA Multan, DHA Gujranwala and DHA Peshawar as well, because of projects DC rates are below 50 lacs. Investors who are non fillers will not be able to buy properties above 50 lacs, so they will move to these projects which are below 50 lacs budget.

    Atif Bhai, How it is justified that ones all installments are completed , the one person purchased file/plot in 26~28 (cash case) lac while other one get the same @ 38 lacs. (Installment case) The person who bought it @38 lacs, how he can sold it on 26~28 Lacs. whats your opinion/Forecast about price in Future.

    • Dear Ghulam Bhai,

      Usually people dont sell in less but its vary from person to person and its holding capacity. A holder will not sell it in 28 if it cost him in 38. But a person may sell his property even in less to meet any other urgent requirement. But overall majority will not sell it.

      waqar sahb; why DHA bahawalpur one kannal files are very slow, I have bought one kannal file in last october @28 lac for one year , i hold this file maximum this comimg december , whats your opinion , i can get some profit or have to sale on loss.

        DHA Bahawalpur remain stable mostly in comparison with others. It is good symbol for DHA Bahawalpur that if it is not growing but still it is stable. I would suggest you to better hold it till possession which is usually required for an investment to get a good return.

          Difference between Affidavit and Allocation:

          Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

          Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

          Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

          Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

          Affidavit files rate is more then Allocation files due to difference of transfer fee.

          Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

          Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority.

          Currently DHA Bahawalpur has only Phase 1 and issuing Phase 1 affidavits only. Whatever you buy today is Phase 1 either allocation or affidavit.

          It is very good symbol for DHA Bahawalpur that its price is stable since last 2 month. Most of the properties come down in this time frame but DHA Bahawalpur is now stable. As explained many times before that once it will be livable prices will not remain the same. DHA Bahawalpur claims it will be livable in 2018. DHA Main Canal entrance will be ready soon and open for access.

          please explain future of 1 kanal instalment file, as you know it is trading on loss, we already paid more than 30 lacks but on other side cash file is available less than 27 lacks, what do you think after paying all its instalments it will be frofitable?

          It is very much expected to get gain now, but market situation will be more clear after formulation of the new Govt. DHA Bahawalpur is now turning into short term project from long. Now delivery is very much expected within one year to be livable but it does not mean that whole project will be delivered within one year but a specific area, prices for delivered area will boost due to possession then under development area will also take gain but lower then possession area. I will recommend you to hold it.

      aoa, Can someone explain, why the pace of development is slow in dha bahawalpur. only main boulevard is constructed to some extent. Development on main approach is happening but no drainage system, water/sanitation system, and electricity system in blocks are being laid despite such a long time. Installments are going to end in January next year almost after 7 months. very slow development. comments plz….

        I will not recommend to sell at this stage, it will be a big mistake. Things are now getting into shape. Installment plan will be finished till January 2019, and DHA claim it will be livable till 2018. Which does not mean that complete project will be developed at end of 20118 and possession will be handed over but few of the area will be made livable which will have positive impact on price as well as on overall project. Local community will getting attraction once it will be livable. Once local community enter project will start taking gain. At the moment it is best low budget 1 Kanal investment any where in Pakistan DHAs.

Atif bhai, yes agree because installments file of 38 lacs are ending in coming january and cash file is expected atleast cross 35. but still pace of development is very slow. there seems to be no infrastructural development like construction of sewerage system, water/sanitation system, electricity system or roads except main boulevard.       1- At the moment we cannot say any thing about it
      2- Well a documented economy is much better for Pakistan
      3- They can become filler easily
      4- As stated that 1% will be Advance Income Tax on market value and also requested the same to provinces to reduce their taxes to 1% of the market value. However with the passage if time things will be more clear.
      5- No, as per Budget Speech, a non filler will not be able to buy property.

        Development charges are Rs. 1,325,000 (one million three hundred twenty-five thousand) for ten marla and Rs. 2250000 (two million two hundred fifty thousand) for one kanal.

        For one kanal 270000 was required to submit as down payment and tax before 10 March 2018, First installment 165000 is to be submitted before 10 May 2018, last installment 12th is due on 10 February 2011.

        For ten marla 155000 was required to submit as down payment and tax before 10 March 2018, First installment 97500 is to be submitted before 10 May 2018, last installment 12th is due on 10 February 2011.

        There was a discount 5 percent on one time payment.

          You are right that Project was booked for three year installment. But DHA PROMISED DHA BAHAWALPUR WILL BE LIVABLE IN 2018.
          Practiacally there is nothing except one Main Road. Constuction of Villas started but development of Sectors is in intial stages although 9 installments have already been paid & only 9 months are left to finish installments.

          Regarding price of plots on installments, it is worth mentioning to state that Price of one Acre in Market was only 30 lac when project started , it means DHA already sold plots @ 900% profit. Even if DHA spend 14-15lac / kanal , DHA still have 500% profit(19lac / kanal )

          DHA BAHAWALPUR is white elephant and Credidibilty and Brand of DHA is at risk.
          DHA HAS TO SPEED UP DEVELOPMENT AND TAKE EXTRAORDINARY STEPS TO SAVE IT NAME.

          DHA HAS TO PROVIDE SOME INCENTIVES TO ITS MEMBERS AND INVESTERS .
          Otherwise DHA BAHAWALPUR will be Livable in 2028 not in 2018.

          I really appreciate your feed back and concerns over DHA Bahawalpur. I will try to convey the same to DHA Bahawalpur Management. DHA Bahawalpur claims to be livable in 2018. I am very hope full that it will be livable in 2018 for those who want to live and start construction there. We know that they will be only few, so it will not difficult to make it livable for DHA. DHA has already started the main canal bridge for entry to Main Boulevard. I am still very hope full about return of DHA Bahawalpur, once it will be livable.

      After getting intimation letter you need to submit the membership fee to get your allocation letter. Only allocation letter will be included in the ballot. There is no official date available for ballot till today. As we have any official date available we will share it here.

    Dear Atif bhai

    Please update daily or weekly rates (as convenient to your team) for the different plot categories. I remember this used to be a regular practice earlier but it has been stopped now.

    Moreover, although I have read most of the comments regarding price prospects of DHA Bwp to improve and that the pace of development, but it appears DHA has not been able to gain confidence of the locals of the area and I believe the real value comes from the local interest. What could be the reasons for no-local interest in such a low-priced and high-brand value project?

      Your observation is very close to reality about the no interest of locals. In small cities usually people only trust possession plots. People dont believe on property without possession. Once it will be a possession area it will improve. Already societies near DHA surrounding with low development standard has rate between 3 to 4 lacs per Marla, only reason is possession area.

      Thank you for your feed back about regular rates. I have already noticed this, I have requested Mr Waqar to post rates weekly at least. Hope fully it will be fixed now.

        No one was aware about this decision from the Govt. until it announced. We need to wait for next few days to check the market response. But overall amnesty scheme will pump more while money into economy which will be beneficial for property market in general. But as announced that Non filler will not be able to buy property of Rs. 40 lacs above this may hurt the demand of property above 40 lacs. On the other hand CNIC is declared as NTN so one will remain Non filler. We need to wait and see

          Due to launch of 5 Malra booking by DHA Gujranwala, its 10 Marla & 1 Kanal prices are improved little bit. DHA Bahawalpur is under development phase. Once it will be available for possession, market will gain for DHA Bahawalpur reasonably.

        Your observation is valid about DHA Bahawalpur. In fact today NUML University MOU sign with DHA Bahawalpur. It is a very big achievement. You may ask what is impact on rates, but I think there should no impact due to news only. But MOU sign mean that now construction of univeristy will also start and then after a period it will be finished also and then classes will be also started then we will see a clear on for this sole factor. It is just one of the example how to analyze the property investment. Some some projects are presented well and get gain early and later get slow. Some take gain once become reality. DHA Bahawalpur is on the way to becoming reality. I am very hope full about it success. Now NUML will benefit the whole Bahawalpur district. If the scope of NUML is whole Bahawalpur district then we can understand the scope of DHA Bahawalpur also. Soon few other MOUs will be sign soon. Veterinary University Bahawalpur is just next to DHA Bahawalpur is among one the big university in Pakistan. There are many factors which are making DHA Bahawalpur a hand some investment opportunity in this low budget.

        Also now project Main Boulevard is started and once it will be completed (hope fully before June 2018) we will have a better look of DHA Bahawalpur. I still recommend DHA Bahawalpur with this low budget where you investment is fully secure and safe. In my opinion safety and security of investment is always primary factor and growth is secondary factor. Growth is subject to many factors. But DHA Bahawalpur will become reality and on possession then we will see the prices.

          1- Switch to a better investment if you have (currently overall property market is slow)
          2- Invest more in Bahawalpur at low budget to recover your calculations at this bottom price (it will not remain the same for years, as development is going on)

          We can have example of DHA Multan installment plan, now people started giving in minus option as well. Next few months can be slow due to political situation, new election, budget etc. But hope fully from June onward DHA Main Boulevard Entrance will be also completed. Primary factor of investment in my point of view is not growth but the safety of your investment. Growth is secondary factor. In DHA it is safe and secure and with the pace of time it is will also achieve secondary factor growth. If price of property cannot continuous grow then it also cannot continuous decline and also cannot remain at same time for a long where development is also continuously going on. Ultimately its just matter of time once it has status of possession then we will compare prices with other substitute available in Bahawalpur City for living.

          It will all depend on political situation, upcoming new budget and supply of fresh affidavit files, as we have two different types of files. 1 Kanal Cash and 1 Kanal on installment plan. Currently there is not much supply of Installment plan as well as allocation of 1 Kanal. Only supply available in market is on 1 Kanal affidavit files which are fresh files. If supply of fresh affidavit files stop for phase 1. Price will start increasing for Phase 1 and DHA will start issuing files for Phase 2. As per DHA Bahawalpur they will start land buying for DHA Bahawalpur Phase 2 from 1st April, 2018 as per media advertisement:

        Yes you are right, currently price is not gaining in DHA Bahawalpur on the basis of news. But let me ask you what do you think when it will be ready for construction, will it be available in the same price. I am very happy to see that property market is now not only based on news in Pakistan. In fact it is now development work based. Overall market is slow thats why DHA Bahawalpur is also slow. As explained before some project take gain early and then get slow and few take gain later but sustained. DHA Bahawalpur will still remain attractive investment in this price. However if one can have a better growth in any other project he / she may sell it plot in Bahawalpur and can switch, but soon once DHA Bahawalpur will be in possession in next 1 to 2 years then every one will miss this current price of 28.50 lacs for 1 Kanal plot with Brand name DHA.

          Multiple factors are at play in holding back property prices.

          1. We have seen a decent rise in property prices in preceding years. Now economic fundamentals have to catch up the rise in property otherwise prices would become stagnant. Purchasing power of a common man has its limits. Property market had to take a breather

          2. Availability of excess liquidity? Another amnesty scheme is in offing by government. Basing on past practices, that black money estimated to be around 5 Billion $ (Business Recorder) would get white and would be invested either in stock market or property, jacking up both.

          3. Majority is waiting to get clarity on emerging political scenario, post elections. Smart money hates political instability and fear factor is at play. This is likely to persist till after general elections.

          4. There is huge shortage of houses in Pakistan and population is growing substantially. However, housing schemes are propping up left, right and centre, giving lot of options to those in need. This is contrary to when people had fewer options and it was easy to manage prices. Now there are lot of choices.

          However bottom line remains that if a society is developing as per schedule, it is just a matter of time before prices would catch up with development work. For DHA Bahawalpur, prices are stagnant largely due to supply factor. The day that stops, prices would see a significant jump. For sure, we would not see this rate in near future. I see it as good opportunity and have invested in DHA Bahawalpur. My views therefore, may be biased.

        Recently Street Light installation started on Main Boulevard DHA Bahawalpur. It is recommended / suggested to hold a property at least till possession to get a reasonable return. When it will be in possession, only DHA Bahawalpur can give you best date. As per their website they officially claimed that it will be livable in year 2018.

          Close date is still far and supply in coming in the market. Once supply will be finish for the phase 1 and Phase 2 will be started, expectedly prices will be start gaining if other factors remain the same. Its not only Bahawalpur it is over all market which is slow at the moment. However DHA Bahawalpur is moving towards development with good pace and hope fully at the year end it will be livable at stated by DHA Bahawalpur several times. Off course all the area cannot be livable but a partial area can be made possible for living.

    • Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

      Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

      1- Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

      2- Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

      3-Affidavit files rate is more then Allocation files due to difference of transfer fee.

      4- Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

      Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

          Market is overall slow and prices are almost stagnant in every sector other then few exceptional cases. Only reason specific to DHA Bahawalpur is supply of Phase 1. It will be finished in April 2018 as per communicated by DHA Bahawalpur Management. In my opinion even a small city like Bahawalpur with continuous supply is performing much better then other DHAs. As per project time frame still we have time till January 2019 for the last installment. It was a really a very good opportunity for those who want to make an asset in installment plan of 38 lacs. It was cheapest among all mew DHAs.

          It is much expected a good gain after possession til 2020. Hopefully till that time a commercial activity will be also generated. I am expecting 80 plus after 2020, if other factors improve in the country like political and law and order situation.

          It will have a positive impact on price, ballot is expected in same year 2018. In my opinion DHA should ballot once cost of land installment completed. However there are rumors on market for ballot in 2nd quarter of 2018.

        DHA Bahawalpur is already most stable project in current scenario, having continuous non stop affidavit supply in market could not drop it prices. Buyers are also buying non stop that is why market is stable. Not like other DHAs where affidavit supply is short and prices are going up. Now DHA Bahawalpur is going towards livable for 2018. At the moment 7 or 8 installments has been paid for booking files. Once ballot will be done in this year and affidavit supply will be stop for Phase 1, prices will shoot without any delay. If you are holding DHA Bahawalpur file do not sell it (other then urgency).

          Assalam o Alaikum, Atif Bhai i am a bit worried as prices of all other dha’s are increasing except Dha bahawalpur despite the fact that they are developing fastest as compared to others. further, how long dha affidavit files will keep coming in the market. They have endless supply whereas plots in block ABCDE or F are limited. will they be able to accomodate all file holders or accomodate them in phase 2. i m bit worried because holding 2 files of dha bwp. Need ur opinion. thanx.

          There can be three different situations as under:

          1- Increase in demand result in price increase, where as supply is same
          2- Decrease in supply result in price increase, where as demand is same
          3- Decrease in supply & Increase in demand result shoot in price

          In case of DHA Bahawalpur supply is continuous, demand is same not decreasing thats why adjusting supply in market and price is stable from long time. Once supply will be reduce price will start growing and supply will be finish soon in shape of closing of DHA Bahawalpur Phase 1.

      I dont think that it did not grow it was at 22 once and now at 28 approx, still it has a good growth. But due to cash file available at 28 approx still so we can say no growth for installment files. However installment files were also supposed to be complete the installments to make an asset on installment plan rather for profit taking. Once installment will be completed and possession will be handed over then we will see what is the price at that time.

      Currently DHA Bahawalpur management is doing great job and that is developing the area without collecting development charges. People are still paying installment for cost of land and still have 1 year time to complete it. Definite DHA Bahawalpur was a good opportunity and still a good opportunity to buy at this price today and hold still possession.

    I read the below news from the DHA Website but unable to understand what does it mean

    GOOD NEWS FOR DHA CUSTOMERS
    The management of DHA Bwp has decided that the customers who want to transfer their files, now can transfer without paying left over installments. They only have to pay transfer fee, Government charges and surcharges.

    The remaining installments will be paid by purchaser within 60 days of transfer. The transfer letter will be given after clearance of installments.

    Note: NDC will be cleared without payment of balance installments.

      Previously files were not transfer able until updated, now there is relaxation of 60 days to update file. However it will be transfer to purchaser and seller will be free at the time of transfer. Purchaser need to make short installment payment within 60 days to get allocation letter from DHA. These installment were due by seller. Usually in Market Buyer update any pending installment by Seller and get it transfer. In this case DHA is giving 60 days time as well for Buyer to update the pending installment and get transfer completed.

    DHA like Gujranwala have reasonable rates of files where even land is not purchases fully and launch is still awaited. However, in Baawalpur , we see development already in progress but rates of 1 kanal is around 27 lac..what is your frank opinion about this disparity.

      Thank you for asking my frank opinion, I can see that people will miss this low budget buying soon once DHA Bahawalpur will be developed and possession granted and houses construction will start. We should not worry about price gain, as far as development work is going on it is not important that why prices are not increasing. However if development work stop then we need seriously think about it. These are phases of property business. DHA Bahawalpur is small city as compare to other DHAs. Also word of mouth count very much in this business. When every one will say that it is not a good investment, price will not take gain but on the other hand Management is committed to develop it at any cost. Till today I have no doubt about it completion.

      It is true that project price gain is not as per expectations of the few investors but project is going well in time. Even no development charges schedule is issued yet till today and we have witness much of development. I think we should appreciate DHA Bahawalpur Management who are setting new standard in DHA history to develop a project without collecting development charges. People are paying cost of land at the moment. I think it is now 7 installments completed and still 5 installments are remaining and we can see a lot of development at DHA Bahawalpur.

      In my personal opinion DHA Bahawalpur price is still very attractive and a low budget purchaser can still buy it and can live in DHA like development. It is a big opportunity specially for people of Bahawalpur. DHA Bahawalpur is 13th largest city population wise as per census 1998 and following is current census:

To add to your analysis one more thing goes in favour of DHA bhw is that bahawalpur city has only two good housing societies model town and satellite town and both are almost saturated with constructions and beside these two here in bahawalpur most other societies are too small or ill planed with the exception of government employees housing scheme which is a moderate housing scheme and is a good option. So people do not have much options here. It is just that people are too much catious here and they do not easily believe on anything.
        Considering all this DHA has a very good prospect and one must buy here.
        If we consider the price of a reasonable locality here in bahawalpur situated at yazman ROAD that is around 35 lakhs of 5 m PLOT then DHA prices are very reasonable. One must bear in mind that the said locality at yazman road is of no comparison to DHA. The locality is bostan-e,-yousaf at yazman road near fauji basti

          Actually none of the DHA is related to each other. Every DHA is independent and is not managed by one management. Every DHA has its own management. It is sole decision of management when to ballot and when to not. But DHA Bahawalpur is more aggressive towards development. If you see the development pace DHA Bahawalpur is still number 1. Soon it will be ballot also. They are going to start work on Canal Bridge soon. As per DHA Management, Canal bridge will be ready before June and you will be able to enter through this bridge in DHA Bahawalpur.

People will miss soon these bottom prices of DHA Bahawalpur once it is completed and on ground.

    Can you please clarify the difference between “Allocation File” and “Affidavit File”?

    • Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

      Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

      1- Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

      2- Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

      3- Affidavit files rate is more then Allocation files due to difference of transfer fee.

      4- Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

      Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

      DHA Bahawalpur should present some incentive for their customers , e.g.,10% discount , right off one or two installements. Otherwise people are not depositing installments on time and ultimately DHA will lose reputation, funds from transfer fee and finally declrared as Fallop Housing Society in southern punjab.
      without funds development will not be upto mark and DHA BAHAWALPUR WILL NOT BE LIVABLE AFTER ONE YEAR .

          I think we should do analysis on ground realities rather then market rumors. Prices are coming down in all areas other then few exceptional cases. If there was no development in DHA Bahawalpur then I could agree with your statement, where as we have witness fast track development in DHA Bahawalpur. Overall market is slow in from last 1 year approx. But slow market and declining of prices has nothing to do with the payment of installment. One should be clear that project was offered on installment plan, if installment stop then market may get default due to financial issues. At the moment project is developing and hope fully New Main Boulevard entry will be accessible before June 2018. I think difficult time for project is gone now. Project is now moving towards completion now. If development of DHA Bahawalpur could not be started ever then I may recommend that stop the installments un till development started. But here development is going on without any interruption. Development is going on with timely manners even development charges are yet not demanded by DHA.

          Ad per last meeting with DHA Agents, Management told that they are committed to make project livable till year ending 2018. Sector A, B, C, D and F development work is going on. Army Officers Housing Scheme development work also started as well as DHA Villas. There is no comparison of DHA Multan with Bahawalpur. Both have different dynamics. However in general it is fact that Multan is big city then Bahawalpur, but also the price difference is same between DHA Multan and DHA Bahawalpur. People will learn soon what opportunity they have missed in DHA Bahawalpur in this Budget (approx 27 lacs for today). I will highly recommend to pay the installment in time so that project can be completed in given time frame. Also you are not paying the development charges, you are only paying cost of land charges for booking files in installment plan. Where as DHA has already started development work without getting any development charges. I think we should appreciate DHA Bahawalpur Management for this achievement.     DHA Multan or DHA Bahawalpur. Can you please compare the return on investment for the 2 projects (for 2-4 years of holding).

      Both projects are recommended for investment, both are by DHA. Please select your desired your city as per your choice. DHA Bahawalpur is low budget as compare to Multan. But Multan is big city as compare to DHA Bahawalpur. If you can hold Multan for longer run you can go for it. In case of low budget Bahawalpur is best option.

        DHA Multan will take few years for better return .. 80% – 95% societies are empty in Multan near DHA. Google Royal Orchard Multan and see nearby societies… DHA rate will come down like DHA Bwp.

          Rates may come down if political & economical situation gone more worst. However massive developments going on in all Pakistan including Multan. The impact of CPEC will may take 2 years more. However many factors are dependent on property prices, so far only political instability is effecting property prices.

        Market is over all slow, all properties are coming down due to political situation. Once market is stable we will be substantial gain in DHA Bahawalpur as it is at lowest side and development work is going on without any interruption. Actually if development continue then it will definite get stable in coming year. Only concern is if development work stop.

    10 Marla DHA file Multan (installment paid) is better or 10 Marla DHA Bhawalpur is better for reasonable return – investment for 2.5 years.

    Currently own of Bhawalpur is less and Multan is high.
    Bhawalpur development in progress and Multan not
    other factors – early completion , market rate of nearby location may be you have better idea .

        • Dear Dr. Assad Bhai,

          DHA Bahawalpur claims it will be livable till the end of next year. If DHA want, it is not impossible to give some partial possession to make it livable but to give possession of the whole project till end of next year is not possible.

          DHA Multan was fallen due to payment required for future buying by DHA Investors (MOU Holders who give land to DHA and DHA give them files against that land). Now DHA Multan is improving mean while. I dont think that it will be near 40 lacs in next 4 months. Installment files up front will be increase more in next 6 months. Then cash file will be more preferable. With the passage of time installment files up front will increase. It will have positive impact on cash file and thus cash file will remain stable at least or will improve not decrease.

          Green Palm is long term project, it may remain slow for the time being. But if developer shows development, price will recover with the passage of time.

      • Difference between Allocation & Affidavit Files?

        Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

        Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

        1. Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively.  Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.
        2. Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.
        3. Affidavit files rate is more then Allocation files due to difference of transfer fee.
        4. Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

        Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

          DHA Bahawalpur is ahead from its time frame, development work is going on. Askari Housing ground breaking is also done with Sector D and F. Market sill take reasonable growth till December 2018

      Overall Market is coming down its not specific DHA Bahawalpur at the moment, due to political instability market may remain same for the time being. DHA Bahawalpur is 3 years holding time investment for a reasonable return.

      DHA Bahawalpur claims that it be live able in 2018 for few sectors it may be A, B and C. But I will suggest to add some more time for delivery period and assume that it will be end of 2019. However I am hope full that DHA will Inshah Allah deliver some thing till December 2018.

        You may stop installment for the time being to see the political situation in next six months. But an amount of fine will be charged for late payment. It is not too much, you can wait and see the situation.

          yes it is for long term holding, for example if you hold DHA Phase 6 same plot for next 5 year and the combination you mentioned above hold for the same time frame then this combination will grow more then Phase 6 1 Kanal plot.

      In fact you are not liable to pay seller membership. But in first allottee case market practice for booking files is total paid amount by seller plus profit in case of DHA Bahawalpur.

  84. Senate panel takes exception to leasing out railway land

    Islamabad – The Senate Standing Committee on Pakistan Railways on Thursday raised questions over the leasing out of the railway land to the Defence Housing Authority (DHA) in Bahawalpur.

    The committee headed by Senator Fateh Muhammad Hassani took strong exception to the issue questioning who authorized the deputy commissioner to lease out the railway land to the housing authority.

    The committee was informed that the leasing out of 34 acres of railway land to the DHA Bahawalpur will cause billion of rupees loss to the railway as it will require diversion of a 140-kilometre railway track.

    The Senate committee asked the Chief Secretary Punjab and railway and defence ministry officials to brief the panel on the leasing out the issue at the next meeting.

    The committee was informed that a summary regarding the leasing out of the railway land, dispatched to Punjab chief minister, has been taken back.

    Senator Hassani said that the deputy commissioner Bahawalpur has illegally leased out the railway land to the DHA. “Who has given the deputy commissioner the authority to lease the railway land illegally?” he questioned.

    Railway Minister Khawaja Saad Rafiq said that the case regarding the lease was pending in a civil court and they will also consult the higher judiciary in this regard. The minister said that they will have to divert 140-kilometre railway track due to the lease of 34-acre to the DHA.

    Senator Taj Haider said that a prized railway land located on II Chandigarh Road in Karachi has also been handed over to Etisalat.

    The committee chairman recommended that the railway should be operated on a commercial basis and salaries of the employees should be increased. The federal minister said that Rs70,000 per month salary of train drivers was fewer and they were increasing the remuneration to Rs100,000 per month.

    The committee was further informed that a modern solar single system would be installed on railway tracks to alert drivers about an activity at a distance as long as three-kilometre.

    The committee was also informed that earlier there was a hold of mafia on scrap purchase and they used to pay a nominal price, but under the new policy, tender for each division was being issued separately. The new bidding process for scrap was open to all and even small contractors were participating in the bidding.

    During the current year, the Pakistan Railways earned Rs413 million by selling the scrap, the committee was informed. The Pakistan Railways paid Rs80 million in tax to the Federal Board of Revenue, an official said.

    Rafiq said that the PR earned Rs36 billion last year and a target of Rs40 billion has been set for the current year. “The railway is saving more money from freight service and it earned Rs1.8 billion by providing services to the armed forces,” he said.

    The committee was informed that Punjab and Sindh governments have released Rs610 million and Rs80 million respectively for new railway gates respectively but Khyber-Pakhtunkhwa and Balochistan governments have not responded as yet.

    The committee was also informed that 20 percent relief has been given to around 0.5 million passengers on fares on account of Eid.

    The meeting was also attended by Senators Sameena Abid, Hafiz Hamidullah, Zahida Khan and officials of the railway ministry.

      Once on ground site development is visible, local public will start taking interest. I personally believe that it is lack of marketing by DHA Bahawalpur in local market, other development like DHA is not available in this price at Bahawalpur city. Let it develop and we will see the price.

          I dont think that standing committee is saying some thing against DHA Bahawalpur. An issue arises and it will be resolved with Govt. department. So I will still recommend to invest in DHA Bahawalpur. Also this land dispute is for 40 to 50 acre. If issue remains the same still DHA Bahawalpur has enough land to enternain all plots holders, even DHA has more land then plots.

    What is development work on DHA Bahawalpur site, we approximate paid 5 6 installments and there no major jump in price. Why this project is not much attractive for investors as investment point of view. if we buy any plot in normal place there price jump after 1 year but DHA bahawalpur is not gradually improve.

      Real estate agents gives priority to Cash files as it gives them higher % of commission.for example a 10 marla cash file is for Rs. 2,200,000 and the agent’s commission is 5% = 110,000 while same 10 marla file but on installments will gives them less commission for example you have paid 6 installments of 10 marla file so what you have paid is 165,000*6=990,000+257000(Down payment)=1247000+300,000(own)=1547000*5%=77350 commission,

      Commission on Cash File = 110,000
      Commission on instal. File= 77,350

      So they would always prefer to sell cash files as it gives them more commission hence artificial demand will be created for cash files, most of Pakistan’s real estate market is based on speculation and dodges.

If any one charging commission on installment paid amount that is his own act. But market practice is to charge commission on total plot price. However if market practice will change we will act accordingly.

      From day first this practice is going on in Bahawalpur market to add membership fee plus down payment plus own amount. Commission is charge for both Buyer and Seller if both are direct, in case of buyer or seller any of one is direct then the respective agent will charge commission from their respective parties.         3 to 5 years holding time is reasonable time. In Budget of Rs. 4 million you can buy in Bahawalpur only. DHA Gujranwala price is around 48 to 49 lacs.

    If all the installment paid to DHa as per payment schedule and after that i dont want to pay development charges and want to sale my plot after 3 years then is is possible to sale plot without paying development charges.
    secondly when DHA will ask for development charges, is it possible to pay the development charges as per own time line after 3 to 4 years before start construction on plot.

      Yes you can sell your plot any time after paying down payment and opening of transfer by DHA Multan. You can pay development charges late, but you have to pay fine for all late payments. But you have to pay all development charges before getting possession to start construction.

    Positives and negatives of DHA Bahawalpur

    Positives

    1. It is first branded project in the city. It means for population of nearly 8 lac people, there is only one branded project.

    2. Ballot is near and it is till the end of this year.

    3. It is near to Air port, Sadiq public school and Daewoo terminal.

    4. It is beside canal, dha is planing to decorate it. So it ll b a canal view society.

    5. Its prices are very cheap.Currently 1.5 lac per Marla. Which is even cheapest in Bahawalpur.

    6. As compare to other Dhas it is so cheap that u ve to compare its 1.75 or 2 files with one kanal files of others.

    7. It ll b a educational hub of future, as medical college and other prestigious institutions are coming there.

    8. Currently development is going fast in ABC blocks and these ll b delivered (According to Dha) in the end of 2018.

    9. Villas ll b also delivered in the end of 2018(according to dha )

    10. Bahawalpur city is a center of surrounding areas, like Ahmed Pur, Mubarak Pur, Khan Ghar, Bahawalpur Nahar, Christian, Haroonabad, Rahim Yar Khan and Sadiq Abad. So theses people ll also take interest with the time.

    11. As the development ll appear on the ground locals ll also start taking interest.

    Negatives

    1. Location is not ideal, It is 5 kilometer from the center(Medical college) but we should not take it as a normal society in which we are measuring the distance. After all it is a dha and when it ll b developed, Then it ll b land mark by its self and people ll start counting distance from it.

    2. currently development is not appearing on the ground, This is main negative point. Because they are developing ABC blocks from outward to inward and people cannot see it from Road.

    3. They did not start gates, So till now this society is not taking proper shape.

    Suggestions

    1. very good buy at this price Cus if u ll purchase two files as compare to one file of other dhas and price of one file ll increase 5 lacs ,it means u are getting 10 lac cuz u ve two files as compare to other dhas.

    2. One should invest for 3/4 years to get maximum return.

        We give fair market rates, you have witness that we give only single rate, we dont give selling or buying rates. Because we dont keep margin in the deals. Market rumors for ballot are end of 2018 or beginning of 2019. However these are market gosip, we always recommend to contact developer / builder or Authority for such information.     I’m overseas Pakistani and hold a plot in DHA BWP.
    They claim that DHA BWP will be livable by 2018 that means all the infrastructure including roads, security, electricity etc. will also be complete by then so that plot holders can build and live there.
    On the other hand, the feedback on the development work I get does not support their claim as the development work is still at initial stages and seems impossible to be completed by 2018.
    Based on your experience, when reasonably we should expect DHA BWP to become livable?

    I want to know that is it possible after completion of installment process cash files will be vailable from dha bahawalpur? If it is like that it means cash files rates will suddenly go up from 30 lac to minimum 38 lac or installment file rates will come down? Plz guide all members.

      Both are dependent on each other if installment files own amount rise the price of cash files will also increase. Now up font amount of installment files is increasing by every quarter, once installment will be completed the up font amount will be 38 lacs. Even if installment file available on even price, mean no own amount still buyer has to pay 38 lacs so the price if cash files and installment files will be equal because now installment files and cash files payment is equal and installment files are no more now installment, these will be also on 100% cash now because all the installment has been paid. This most expected scenario. However if the supply of affidavit files increases with the passage of time and cross the number of installment files then there may be a chance to installment files goes into minus value. But it is just an assumption, in reality it will be difficult.

        It is due to overall market situation, prices are almost coming down overall in property market generally. Development work is going in DHA Bahawalpur, once things are shape up price will get stable and will take good gain.

          Prices in DHA Gujranwala is also coming down, 1 Kanal crossed 50 lacs and now available at 49 lacs. Although its price was appreciating not due to demand but shortage of supply, like now DHA Gujranwala stop issuing new 10 Marla files and you notice that 10 Marla price suddenly increased. There are multiple variables which define price of a an area. In case of Bahawalpur demand is not increasing but supply is increasing, in case of DHA Gujranwala no specific demand same like Bahawalpur due to overall market condition but supply is short so there is reflection of short supply. Even DHA Bahawalpur has own ground development and Gujranwala yet not launched.

    regarding DHA Bhawalpur, one thing which I note I want to share all of you.
    Recently DHA Bhawalpur very proudly share the current progress on website, if you see the progress and nearby machinery its just nothing. How DHA working with tractor trolleys on such a big project.
    Also the progress is not satisfactory , indeed its very poor. just doing backfilling for main road and if you see in the pictures the land development not yet started. They are pretty good in advertisement only.
    I posted my same concern on zammen.com advistisement but they deleted my comments- so you can imagine ( choor ki dadi mai tinka) they liveable by 2018 no way can be achieved with the machinery they are using it might be 2025.

      On 13th April i personally visit the site and you are right there is nothing. Few workers were there and tractor trolleys were used to backfill. I am an engineer and having construction background and i can say that with this equipment and manpower it wouldn’t be livable even in 2019. DHA getting the money and not delivering the project on time from last few years.

        Installment plans are never supposed to be for short gain, these are offered for people who cannot pay in lump sum they can get in installment plan to complete an asset. People who booked the plot must be able to pay the installment. DHA Bahawalpur is under development phase, once development completed it will be an assets.

    • Dear Rizwan Behram Bhai,

      DHA often do shifting internally from one project to another project on the request of Army Officers for their service benefit plots. As your question is specific to what will be rates effects, so what I assume it will have a better effect. Because there are hardly few Army Officers who actually belongs to City of Bahawalpur, and will hold their plot to live in Bahawalpur. Usually these service benefits plots are mostly sold by these Army Officers due to their genuine needs and some time create selling pressure. Thus ultimately effect market trend downward. I think it will be positive sign for DHA Bahawalpur in near future as far as rate is concern.

      DHA Phase 9 Prism can be a good example for this scenario, at the moment 80% plots for sale in market are Service Benefits plots, which are creating selling pressure in market and dont let Phase 9 Prism market up. Thats why prism is also at halt. Once this selling is absorb in market by civil buyer, price will get stable.

      I am not saying that currently selling pressure is by Army Benefits plots in DHA Bahawalpur. There is no selling pressure in DHA Bahawalpur market of service benefits plots at the moment. I am just assuming that if these service benefits plots remain allotted to Army Offices against their service in DHA Bahawalpur, they may create selling pressure like Phase 9 Prism and can effect market more in DHA Bahawalpur. This answer is only specific to rate effects on DHA Bahawalpur if Army Officers plots shifted to DHA Multan.

      DHA Multan will have soon selling pressure in market due to service benefits plots available for sale once DHA Multan started charging development charges. However it is just an analysis on this single factor, there are many
