    • Dear Ali Bhai,

      I am hope full for DHA Multan that it will be able to deliver a partial area to be livable to meet it promises. However it is not possible to deliver the complete project till 2009 and I dont think that DHA ever claim this. Yes there are rumors for Bahria Multan in the market.

    • Dear Waqas Bhai,

      1- For better return, need to wait till possession

      2- Well its a quick shift, you can sell it but once you sell it and not buy back again in time you will lose the asset. Later you will pay more then your selling price to buy it, if so then it is loss. However if you are keenly observing the market you can follow this practice. But question is that if every one is going to follow the same that what will happen. Market will come under selling pressure and prices will come down. So people who are suggesting this policy actually want the same. So market will get dropped and they can buy at the time for the next gain. It is like Musical Chair game.

      3- Although there are no development charges are announced yet but in my judgment it may be 10 lacs

      4- It will be payable in installment plan.

      5- There can be various phases for selling all depends on your personal need. If dont need money then hold it at least till possession.

          What is file?

          Area which is not balloted yet or has been balloted and on ground or not on ground, and possession (where construction can be started immediately) is not granted by the builder / developer / Authority

          Tips: Prices of files may fluctuate sharply (up and down) as per market conditions. Files are usually booked on installment plan for 3 years cost of land and 3 years for development charges in most cases. One should be clear before investing in file that how much time is required for holding

          What is Plot?

          Area where physical possession (where construction can be started immediately) is granted by the builder / developer / Authority

          Tips: In common after ballot dealers / agents sell or buy file with plot number and treat it as “PLOT”. But practically we have experienced that developer / builder / authority can change any full and final given plan due to any technical reasons / immoral practice or to oblige some one (specifically Govt. Officials / Army Officials, Authority Officials), in such case plot number change. I think that plot should be only consider where possession is granted and construction can be started immediately. Any investment before possession should be treated as “FILE”

          Physical possession (Plots) are more stable in different conditions of market as compare to files or Plot files which shows more fluctuation in different market conditions (up and down). Plots files are called which are balloted and plot numbers are allotted but still possession is not granted by Builder / Developer / Authority for living.

      Currently allocation of DHA Multan is available in 45 to 46 lacs. Affidavit file is not available with us. It is highly recommended investment for next 3 years holding time. Approx development charges will be 20 lacs for 1 Kanal, as per recently imposed development charges by DHA Peshawar.

    • Dear Qamar Nawaz Awan Bhai,

      Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

      Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

      Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

      Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

      Affidavit files rate is more then Allocation files due to difference of transfer fee.

      Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

      Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

      There may be some difference as far as development time frame is concern, however it may possible that DHA start development for proper and extension at the same time. For long term both are equally good, select as per your affordability.

      Sir why 1kanal cash file prices going down while 10Marla r stable, also its really strange the difference between 10M & 1 kanal is only 9LAC? so why anyone wil buy 10M?
      Also 1 kanal on cash is around 44LAC while on installment its around 70 LAC, the difference is huge,

        Your observation is correct, to buy land further investors need payment. So they liquidate their files at low price to get cash and pass the profit to those who can pay cash within the specified time. DHA give files against land, this is the reason that DHA is called most secure, every DHA file has land behind it. It is not like other developers who booked plots without land.

        The only reason for 1 Kanal price decline was the need of payment by investors for future land buying. It is almost stable now market price for 1 Kanal also come up to now.

        DHA Lahore is better at this stage but it will be long run approx 7 to 10 years for delivery. Where as DHA Multan delivery is expected in next 3 to 5 years. Price wise DHA Phase 10 is more attractive now.

      Purchaser dont need to pay the membership fee to seller which is paid by seller at the time of booking. But purchaser will pay his membership fee at the time of buying.

      After deciding price, you need to sing the NDC paper to apply for NDC. eProperty will apply NDC from your side and will get the transfer date from DHA Multan to proceed transfer. Your presence is required for transfer. You have to pay advance tax on sale (also known as FBR) if filler 1% if non filler 2% of the DC value. We charge 1% commission on total plot price.

      Profit mean excluding any paid amount, buyer has to pay profit plus any paid amount to DHA Multan other then seller membership fee and initial booking payment. For example in case of 5 Marla if profit is decided as 5 lacs, buyer will pay 5 lacs plus 2 lacs down payment only paid by seller not the seller membership fee of 64160 and initial payment of 5000.

      Buyer will pay his own membership only to DHA
      Buyer will pay all transfer expenses
      Buyer will pay all taxes excluding Seller Tax

      Seller will pay Seller Tax also known as FBR or Gain Tax in market (advance tax on sale)

      Best time to hold it till possession at least. Sale Purchase is allowed once agreement is done between allottee and developer, in case of DHA Multan it is done people has paid their down payment and membership fee now you can buy or sell it. However one school of thought says that better to sell when you have plot number (location) and another school of thought says that you should not sell before possession. There is difference of opinion.

      You simply need to apply NDC and select Hiba Transfer on NDC. DHA will give you hiba trabsfer fee voucher and dues payable if any. Pay these dues and get transfer at DHA Office. It’s better to hire an agent all these processes if dont have time for it avoid any inconvenience.

        You simply need to pay advance tax on sale. It is 1% for filler and 2% for non filler on DC value. Yes out station transfer is possible as per DHA rules in special cases. Also market rumors are that DHA Multan may also open / use offices out station to facilitate transfers out station.

          No, if a member sell his plot he is not more active member in DHA list now, this membership cannot be utilized in any other project. Only DHA Karachi offer life time membership and one time membership required in DHA Karachi.

          5 Marla plot down payment is 200,000 membership fee is 64,160 and transfer fee is 25,000
          Stamp Duty is 3% of DC value 826,000 for 1 Kanal 826,000 / 4 = 206500 for 5 Marla
          Stamp Duty 3% of 206,500 = 6195
          CVT (Capital Value Tax) is 2 % of 206,500 = 4130
          TIP (Tax on Immovable Property) Tax is 1% of DC value of 206,500 = 2065
          Total Tax for buyer = 12,355

          Advance Tax on Sale for Seller 1% of DC value if filler of 206,500 = 2065
          Advance Tax on Sale for Seller 2% of DC value if non-filler of 206,500 = 4130

          Seller will pay his membership and Buyer will pay his membership. Both will their own memberships.

        • Dear Sohail Zafar Bhai,

          DHA will not send any Callahan for installment now, you have to make payorder in favor of DHA Multan and simply write your plots details on the back of pay order as well on a blank white paper and attach this with pay order and dispatch to DHA Multan. You dont need to collect any thing from DHA, DHA already has sent you information letter. That is your ownership prove. Once your installment will be paid and development charges will be paid DHA will issue you allotment letter.

          You need to mention following details behind pay order:

          Your reference number
          Your Name
          Father Name
          Address
          Your CNIC
          Your contact number

      There is no official transfer date is yet announced for installment files. It is expected to be open after down payment, but some time DHA also take up to 1st installment. Hope for the best.

          Market will took temporary gain after down payment till first installment. People will have 3 months and gamblers will try to create hype in the market by artificial demand, end consumer will not enter into market at least 8 to 10 installments.

    I’m in the USA and I was wondering if I could email my challan form to my relatives in Pakistan who could then print it out and deposit it in a Pakistani bank for rupees. Then they could email me back a copy and I could email that copy to the DHA Multan with an application. Your answer would be very helpful, thank you.

      It is better to sign the required documents and send back original to your relative in Pakistan and they pay the challan in the back and send all the documents to DHA Multan office. It will be much easy rather you will email them they will go to back with photo copy of challan and then they will send back to you and you will again send to DHA Multan.

      DHA allow Purchaser Abroad transfer and can be done on behalf of any or your friend, relative or by agent. At the moment DHA Multan has not open trasnfer for Installment files. Once DHA open transfer you can get transfer without your presence.

    After successful ballot of DHA Multan on 31 May 2017, results have been uploaded on web page http://eapp.dhamultan.org/verify/. However, for ease of candidates following instructions have been drafted:-

    • Results of all category are uploaded on web page. You can easily find your result of each category after inserting your CNIC Number. System will check it in all categories and let you know.
    • In case you receive invalid message, it is advised to try after some time as system is already processing required number of requests.
    • In some cases successful candidates are asked to forward certain missing documents to “Director Transfer and Records, DHA Multan”. Please forward it without any delay, so that your documents are processed at the earliest.
    • Following documents will be forwarded to you by TCS / DHL:-
      • Information letter (English and Urdu).
      • Membership and Undertaking Form (To be returned to DHA Multan after filling details).
      • Return Envelop.
      • Challan Forms.
      • Schedule of Payment.
    • Last day of down payment, membership charges and miscellaneous charges is 15 July 2017. However, these charges can be paid earlier than 15 Jul 2017 on receipt of documents.
    • For Overseas Candidates, services of reputed firm sought to deliver required documents at your door steps. Please contact DHA Multan if you do not receive documents by 5 July 2017.
    • It is mandatory to write reference number on all copies of Challan form before depositing it in the prescribed banks.

      DHA required original signature but in case of overseas it may possible DHA give nay relaxation, but I am not sure about. However it is easy for you to ask your brother to send you membership form via courier, sign it and send back to your brother. He need to make pay order in favor of DHA Multan and dispatch all documents to DHA Multan office.

      Still you can contact DHA Multan directly to get further information.

      16% per annum = 510,000 x 6% = 30,600
      Per fine = 30,600 / 365 = 83.83 approx

          Seller must be present in DHA Multan office for transfer, there is a way of overseas transfer for seller through embassy in Lahore DHA (hope fully DHA Multan also have the same as it is Lahore Chapter) but that take usually 3 to 4 months and not recommended due to market fluctuation, deal may disturb with this much time if prices dont remain constant.

      Once plot number ballot is done then we can know t is corner or non corner. DHA Multan is send payment challan along with membership form and information letter. Ask your brother to make payment as per Callahan in the bank. You can transfer amount to your brother account and he can make payment via pay order in bank. Banks details are given on payment Callahan.

          Usually DHA start development charges after completion of installment plan, also development charges are also payable in installment plan. Expected development charges for 5 Malra plot is 9 lacs.

    3— Is it necessary for the seller to come to Multan to sale his/her balloted plot? or otherwise what would be the procedure to sell if the seller is in Karachi or Islamabad etc?

      Usually DHA don’t cancel plot. If you have made down payment and don’t pay any installment you have to pay surcharge for all late payments. But in terms and conditions which you have signed at the of booking says that DHA can cancel the plot. Now it is up to DHA if they don’t cancel the plot. You are requested to read the terms and conditions once again for your understanding. For the next time keep in mind that once you have sign the document you are bound with terms and conditions written on the document, what so ever these are.

      Should I buy Commercial plot in DHA Multan now or wait till OWN demand goes down. As not everyone can catch up with installments. DHA Multan is not Karachi or Lahore. It is still far away from city Centre and not everyone would like to go to DHA for shopping.

    Plz advise as to whether 5 Marla plot file be purchased prior Final date for submission by successful candidates or after the dues have been submitted by the successful ones.

    In first case, files will be available but own rate won’t be stable, whereas in 2nd case, only limited individuals will be interested in selling their commodity once they have already submitted their dues ie Transfer Charges and 1st installment !!

          Every company has it own policy, after ballot DHA manually verify the results and then upload for public. I think it is a good step to re verify the data. However we wish that DHA use the same process for ballot which they use for their office activity. You often saw these papers on which it is mention “This document do not require any signature, it is system generated document or computer generated document”. This might be easy for DHA and for public as well.

    • Dear Saad Bhai,

      Thank you for your valued input. In fact this is common practice by Agents to make top over in deals. The biggest mistake agents are doing to assure seller or buyer that we will only charge commission on it. It is very easy to make deal in such case if you simply say that I am giving my rate and will not charge any commission. But without telling Buyers or Sellers having such top amount is not fair at all. We also try to make maximum deals with commission. However we clear our Seller or Buyer in such case and then do not charge any commission. Usually this happen between agent to agent deal when our buyer or seller is an agent, not a direct party. Then we dont have any choice to have some margin and not to charge any commission.

      One of the limitation in deal is that we have one party direct and other is indirect, it is also usually hard to have both parties direct with you. Some time we have seller direct with us but not buyer or some time buyer is direct but not seller and some time we have seller or buyer both indirect. In such case this issue is faced but if we have any of them is direct we do deal on commission basis.

      In Gwadar this is normal practice that people do not work on commission and they dont demand commission. They even not well familiar with commission terminology. They simply give you a price, you can check the market, if suit you buy it or seller it or you may go to any other agency if prices does not suit you.

      But in Lahore, Karachi and Islamabad agents often lie they do charge commission as well as top over. They can just give their price and ask for no commission at all. Other wise it will be un fair with Seller and Buyers.

    In last few week many people ask for the expected profit amount, but we were not able to give any idea about it due to un known number of total plots. We know after ballot results trade activity will be generated in the market. What steps should be considered for Buyer, Seller, Agents and DHA to make sure that this trade activity will be beneficial for all.

    DHA Side:

    After ballot the next step from DHA side is to send the intimation letter and membership form as soon as possible without any delay. DHA give 30 days time for Down Payment. It is recommended for DHA to open transfer as soon as possible to make it easy for people for fair trade activity. Many issues generated due to delay in opening of transfer.

    Agent Side:

    Agents should avoid any such trade activity in open market before down payment and membership paid by seller and opening of transfer by DHA. Such trade activities before down payment and opening of transfer may be risky and create issues in the market.

    Seller Side:

    Seller should not sell it opportunity for a small amount of profit. We have already recommended for successful applicants to not miss this opportunity and make their assets in easy installments. You hardly get this opportunity in your life again and again.

    Buyer Side:

    The most important stake holder in this activity. First of all there will no actual rate in market at least 1 week of ballot. Every seller will be asking his own price. eProperty will not post any rates till 1 week of ballot due to factious rates. Sellers has only paid a nominal amount like for 5 Malra seller has only paid Rs. 5000. Does it is justify to pay a profit of 2 to 3 lacs to seller just for Rs. 5000, and also pay down payment on his behalf. eProperty do not encourage such practice in the market. It does not justify to pay an own amount of Rs. 30 to 40 lacs for a winner of 8 Marla commercial plot who has just paid Rs. 20,000 for his booking.

    Insist your agent to ask seller to first pay his down payment of Rs. 35 lacs for 8 Marla commercial then ask for an own amount. It is very un fair to pay an own amount of Rs. 30 to 40 lacs just against Rs. 20,000/. We have faced several issues in such deals in past. Once you paid down payment on behalf of seller and also paid him own amount as well, it will be really hard to find him / her on the day of transfer. He would have 100s of excuses for his busy schedule etc. Because he has received his all amount. Even he is not doing fraud with you but now he will come for transfer when he will get time. Usually he will not get time easily for transfer now, because he has already received his all amount. Buyers in this situation are at high risk.

    Your agent will give you all kinds of guarantees. But it is not suggested to follow such practices for buying. eProperty highly recommend not to involve in any trade or buying activity till DHA open transfer. It is the safest way. Once transfer is open you can easily verify plot and dues paid by seller after paying verification fee. Before opening of transfer process you will not be able to verify that even seller has paid the down payment and membership or not. However still if you wish to buy and take risk please consider the following the steps below to minimize the risk:

    For Risk Takers Only

    1- First engage a trust worthy agent whom you can fully trust

    2- Check the intimation letter with seller, if he don’t have received intimation letter from DHA, do not make any offer to him. Ask him when he receive intimation letter then contact. Force your agent to only tell offers who has received the intimation letters and membership forms.

    2- Do not make down payment on behalf of seller, you will be at high risk. DHA do not own any such agreement between seller and buyer regardless any terms and conditions. Even your agent is DHA Authorized agent.

    3- If Seller has received intimation letter and membership form, settle the price with mutual understanding. Do not pay down payment on his behalf at all. Ask seller to make down payment. Just give him a nominal token amount of Rs. 50,000 to 100,000 in case of 1 Kanal and above for small sizes below 1 Kanal only give token of Rs. 25,000 to 50,000 maximum. Write an agreement (DHA do not own such agreements, you are still at risk). In agreement mention date of transfer as date for reaming payment. At the date of transfer make remaining payment to seller through pay order only.

    We again do not recommend any trade activity before DHA Multan open transfer. However risk seekers may proceed on their own behalf.

      Profit amount all depends on number of plots offered in booking ballot, if number of plots are high, profit will be low due to supply. if number of plots are low, profit will high due to demand in the market.

      All those who have applied for booking are potential buyers if un successful, or for additional buying even if successful if the number of plots balloted are low in quantity. Market rumors are more then 3 lacs applications submitted. Only DHA Multan have the exact figures.

    DHA Multan verification process will be completed till 15th May. Tentative ballot date is last week of May as per DHA Multan official facebook page.

    In market some people are trying to make an opinion for opening rates of DHA Multan after ballot. eProperty do not believe on any such practice. We only believe on demand and supply rule. eProperty never ever involved to manipulate and speculate the market. eProperty again suggest all stake holders not to involve in any type of selling or buying before down payment and opening of transfer by DHA Multan. It may be a risky step and return into loss for all stake holders specially for Buyers. Buyers are at high risk for any deal before opening of transfer by DHA Multan.

          There will be more buyers for installment files after ballot.

So i request to you that i want to apply in your DHA Multan project. How i can apply where as the date has been passed.       Booking date is closed, there is no extension by DHA Multan. You can buy from market from success full applicants once it will be balloted.

      Every one will receive confirmation message and can verify its application online at DHA Multan website. As DHA Multan publish notice on their official website to verify your application till 15th of May. So it mean now ballot is expected in June most likely.
