Construction of Multi-Story Apartments in LDA City on EPC Basis

Government of Pakistan aims to construct more than 5 million houses in Pakistan to address the housing needs of the country under Naya Pakistan Housing Project (NPHP). In line with this purpose, Lahore Development Authority (LDA) intends to plan and develop apartments in Lahore for construction of 50,000 housing units for employees of LDA, employees of other government departments and public at large. Along with it, LDA is working to seek new technologies for mass construction in housing which have been developed around the globe for construction and are suitable for mass housing projects in the country. To achieve this challenging target of mass housing, the government has been pondering on various alternatives along with conventional brick and mortar construction system, as new and emerging fast track technologies need to be explored for speed, quality, energy efficiency and economy. LDA want to explore innovative and green technologies of construction, based on technical and functional parameters and also the different usage like for high rise and for two to three storied buildings, for faster and quality construction of houses. A land falling in LDA City housing scheme has been identified to start the successful construction of housing units under the umbrella of NPHP. The apartment complex is being considered to develop on an area of over 2000 Kanals for a possible number of 10,000 units in a span of 2 years. Infrastructure facilities including roads, walkways, water, sewerage, drainage, electrification, landscaping and others would be provided by LDA. LDA intends to seek project requirements from suitable companies/firms in Pakistan or International firms through a Pakistani company/firm in JV so as to arrive at decisions in respect of Architectural Drawings 3-D floor plans with sections, elevation and necessary details for the category of apartments planned as under:

• Type A 800 Sft
• Type B 1100 Sft
• Type C 1500 Sft

From short listing of new technologies and for actual construction, new alternate technology has to satisfy both technical & operational fronts to be included in our Government construction tenders. Eligible firms should be licensed by the Pakistan Engineering Council (PEC) in the relevant category for design, manufacture, supply, construction, survey, plumbing, electrical works etc. and shall not be blacklisted by an organization national/worldwide. A foreign bidder is entitled to bid only in a joint venture with a Pakistani firm in accordance with the provision of PEC by-laws. However, the foreign bidder shall obtain an appropriate license from Pakistan Engineering Council before initiating any activity which is a subject of PEC by-laws. Best suitable proposal(s) selected by LDA on selection criteria mentioned in E01 would have first right of refusal during tender stage. Proposals prepared in accordance with the Instructions in the EOl document must each in the office of the Chief Engineer, LDA on or before the closing date i.e. 15th July, 2020.
