Model Town Society (MTS) has been accused of handing over a playground between C and D blocks to a football club run by Nazim Mian Amer Mehmood”s friend.
Residents and management committee members alleged that the administration did not follow legal procedure and the club had begun to build a boundary wall to stop the residents from entering the playground.
MTS President Col (r) Tahir Hussain Kardar denied the accusations. He said the football club had been practicing in the playground for 15 years and the society”s engineering branch had given them the permission to fence the park. Asked if the club had made a legal contract with the society to use its playground, he said the club must have been given a no objection certificate by a previous administration because it had been there for 15 years.
One week ago, Nawabzada Tahir Ali Khan (acting president while Kardar was away) allegedly allowed a football club to use the ground. The club is run by Mian Rizwan, the younger brother of Mian Mubarak, who is a close aide to Mian Amer Mehmood. The legal procedure for the transfer of a playground includes inviting and evaluating bids to lease the land out for a specific period. The Revenue Committee has not been informed of any such transfer.
After the club began to build boundary walls on three sides of the ground, residents approached the acting president to protest the measure. The acting president asked the society”s management to stop the construction. Not only was the construction restarted a day later, the society allegedly also offered to bear the expenses.
MTS Resident”s Association President Amir Bakht Azam accused the MTS administration and Kardar of supporting a “land mafia” and said the club management planned to eventually erect a gate. Residents were not being allowed to enter the ground, he said, which was now being used for commercial purposes. He said such clubs rented their grounds for weddings and feared the club would do the same. Everybody knew Mian Mubarik had close ties with Mian Amer Mehmood, he said, which was why the ground had been given to his younger brother”s club. Similar orders were given for a playground between E and F blocks, he said, and the ground was no longer under the society”s control.
Tahir Kardar said the opposition had “created a hype” but would not get anything out of it. Mian Rizwan had asked the district nazim to allow fencing the ground because there had been several accidents, Kardar said, and the nazim requested him to give the permission.
MTS Managing Committee Member Noshaba Mudassar said that Kardar had violated laws “to fulfil the nazim”s wish” and said the club had no right to fence the playground when it had no legal contract with the society. She said the club would begin to claim the land if it was allowed to make a boundary wall.
MTS resident Mian Feroz Salahuddin said Kardar had also given the Model Town Riding Club to the MTS Club administration. The riding club was leased to Agha Bilal 15 years ago but since Bilal was in the US, another friend of the district nazim had its possession for seven years, which Salahuddin said was illegal.
