ISLAMABAD: The spouse of incumbent secretary Establishment received an expensive plot in the National Police Foundation Housing Scheme in return for favours given by her husband as Chairman Capital Development Authority, documents available with The News reveal.
The Secretary Establishment, Rauf Chaudhry, who has also remained chairman CDA, admitted to The News that his wife was given a plot in the NPF Housing Scheme but denied favouring any housing scheme in return.
A writ petition has been filed in the Supreme Court to take suo motu action against gratification of plots to high and mighty by the NPF at nominal prices and documents of the foundation say that the wife of Rauf Chaudhry is one of the beneficiaries.
The documents reveal that Mrs Nusrat Rauf was allotted a plot in the posh Sector E-11 of Islamabad because ‘she is the wife of chairman CDA who has been very helpful to the NPF by removing various hurdles of the scheme’.
“This statement has been prepared in order to place the copies in the individual files of each case to keep record straight as discussed in the Development Committee meeting held on 5-09-2003,” the NPF reveals. This document has been submitted in the Supreme Court of Pakistan by Dr Aslam Khaki, Advocate, the lawyer who has requested the court to take suo motu notice of award of illegal plots to high and mighty.
The Establishment Secretary, when contacted for his version, said that he does not know what the documents of the NPF say. However, he admitted that his wife was allotted a plot in the foundation but that was not a free plot. “I don’t know whether my wife was allotted a plot because of me being the chairman CDA or not, but my wife was given a plot,” Rauf Chaudhry said.
He also mentioned that the plot was not free and he and his wife had made the ‘payment’ for the plot. He said societies keep on allotting plots to ‘people’ and the Defence Housing Authority had allotted plots to the chairman and all members of the CDA. “Societies allot plots to people in other departments too, which is not a big issue,” Rauf Chaudhry said.
It is worth mentioning here that the documents of the NPF submitted in the apex court also reveal the names of other persons who received plots in the NPF using their influence and positions of authority. They include Justice (retd) Sheikh Riaz Ahmed, (being Chief Justice of Pakistan, a plot has been allotted to him as a very special case); Major Nadeem Rafique (being an Army officer has been very helpful towards the housing projects of NPF); Aftab Iqbal Chohan (he used his influence at high level for early maturity of the project); Awais Akhtar (he managed the land possession from local affectees for creation of plots and has been very helpful in solving problems with affected persons at the site) and Major (retd) Mushtaq Ahmed, an old member and senior police officer. Provisional allotment letter was not earlier issued to him due to short payment.
