The Punjab government is set to distribute allotment certificates of five-marla residential plots under Jinnah Abadi scheme among 150,000 homeless people across the province as it has completed the entire process of identification of eligible candidates, plots and balloting.

An official source in Board of Revenue (BoR) told Dawn that Chief Minister Shahbaz Sharif had announced the scheme last year to allot plots to the poor and the homeless in rural areas of the province.

He said the government had invited applications from the rural people earning not more than Rs6,000 per month.

“The last date for submission of applications was Jan 15, 2011 that was extended to Jan 31. The last date for balloting was Feb 28, which was extended to March 31,” BoR secretary (colony) Maqbool Dhawla told this reporter.

He said the government would distribute 90,000 plots through allotment letters while rest of the plots would be given to people in second phase. “Five per cent quota each for the army martyrs and special persons was allocated in the scheme.”

He said DCOs in all districts of the province had received a total of 500,000 applications, of which over 200,000 applicants were declared eligible by the scrutiny committees constituted at district level. Through balloting 150,000 applicants were declared successful, he said.

Mr Dhawla said every successful applicant was liable to construct house within a specific timeframe of one year and could sell it after 10 years. “The allottees may also get loans from all scheduled banks for construction of houses,” he added.

Talking about transparency of the scheme, he said the chief minister had constituted two provincial advisory committees separately headed by Punjab senior adviser Sirdar Zulfiqar Khosa and BoR senior member Akhlaq Ahmad Tarar. These committees worked day and night and monitored the entire process with the help of special branch police in this regard, he said.

He said the BoR management had got printed nearly 100,000 allotment certificates/orders and sent to the commissioners of Lahore, Gujranwala, Faisalabad, Rawalpindi, Sargodha, Sahiwal, Multan, Dera Ghazi Khan and Bahawalpur divisions so as to distribute them among successful candidates.

He said the CM had also directed the BoR, commissioners and the authorities concerned to develop Jinnah Abadi scheme effectively.

“We have also been instructed to identify more plots by getting a survey of the vacant state land if available in all rural areas of Punjab.

The CM is scheduled to visit various districts in coming days where he will distribute allotment orders among the successful candidates,” Mr Dhawla said.
