    MOU Signing Ceremony between DHA Bahawalpur and NUML will be held at Cholistan Auditorium Bahawalpur Cantt on 9 Mar 2018. All guests to be seated by 0930 hours.

Sir its been almost a year i have invested in 1 kanal file in DHA bahawalpur..there is not even a single penny rise rather it is decreasing…i am based in Australia and if i had not sent that money to Pakistan i could have gained much better results as dollars price has increased 5 pakistani ruppess since..if i sell that file today i will face almost 8000 dollars loss .. please give me some hope about DHA bahwalpur ..what should i do ?

        Your observation is valid about DHA Bahawalpur. In fact today NUML University MOU sign with DHA Bahawalpur. It is a very big achievement. You may ask what is impact on rates, but I think there should no impact due to news only. But MOU sign mean that now construction of univeristy will also start and then after a period it will be finished also and then classes will be also started then we will see a clear on for this sole factor. It is just one of the example how to analyze the property investment. Some some projects are presented well and get gain early and later get slow. Some take gain once become reality. DHA Bahawalpur is on the way to becoming reality. I am very hope full about it success. Now NUML will benefit the whole Bahawalpur district. If the scope of NUML is whole Bahawalpur district then we can understand the scope of DHA Bahawalpur also. Soon few other MOUs will be sign soon. Veterinary University Bahawalpur is just next to DHA Bahawalpur is among one the big university in Pakistan. There are many factors which are making DHA Bahawalpur a hand some investment opportunity in this low budget.

        Also now project Main Boulevard is started and once it will be completed (hope fully before June 2018) we will have a better look of DHA Bahawalpur. I still recommend DHA Bahawalpur with this low budget where you investment is fully secure and safe. In my opinion safety and security of investment is always primary factor and growth is secondary factor. Growth is subject to many factors. But DHA Bahawalpur will become reality and on possession then we will see the prices.

          You have two choices:

          1- Switch to a better investment if you have (currently overall property market is slow)
          2- Invest more in Bahawalpur at low budget to recover your calculations at this bottom price (it will not remain the same for years, as development is going on)

        Rates are not moving up due to overall market situation but in fact rates are stable and not coming down. Its a good symbol and development is going on continuously.

        1. Dear Atif Bhai, from next month with 9 installments paid, 1 kanal on installment payment will be more than 1 kanal cash file. How do you see this situation. Will it increase the cash file price or 1kanal installemnt will be further -ve

          We can have example of DHA Multan installment plan, now people started giving in minus option as well. Next few months can be slow due to political situation, new election, budget etc. But hope fully from June onward DHA Main Boulevard Entrance will be also completed. Primary factor of investment in my point of view is not growth but the safety of your investment. Growth is secondary factor. In DHA it is safe and secure and with the pace of time it is will also achieve secondary factor growth. If price of property cannot continuous grow then it also cannot continuous decline and also cannot remain at same time for a long where development is also continuously going on. Ultimately its just matter of time once it has status of possession then we will compare prices with other substitute available in Bahawalpur City for living.

        3. Atif bahi. Where do you foresee rates of 1 kanal cash file by end of this year or ealry 2019 with possession in dha bahawalpur.

          It will all depend on political situation, upcoming new budget and supply of fresh affidavit files, as we have two different types of files. 1 Kanal Cash and 1 Kanal on installment plan. Currently there is not much supply of Installment plan as well as allocation of 1 Kanal. Only supply available in market is on 1 Kanal affidavit files which are fresh files. If supply of fresh affidavit files stop for phase 1. Price will start increasing for Phase 1 and DHA will start issuing files for Phase 2. As per DHA Bahawalpur they will start land buying for DHA Bahawalpur Phase 2 from 1st April, 2018 as per media advertisement:

        Yes you are right, currently price is not gaining in DHA Bahawalpur on the basis of news. But let me ask you what do you think when it will be ready for construction, will it be available in the same price. I am very happy to see that property market is now not only based on news in Pakistan. In fact it is now development work based. Overall market is slow thats why DHA Bahawalpur is also slow. As explained before some project take gain early and then get slow and few take gain later but sustained. DHA Bahawalpur will still remain attractive investment in this price. However if one can have a better growth in any other project he / she may sell it plot in Bahawalpur and can switch, but soon once DHA Bahawalpur will be in possession in next 1 to 2 years then every one will miss this current price of 28.50 lacs for 1 Kanal plot with Brand name DHA.

          THERE ARE NEWS THAT DHA BAHAWALPUR IS CLOSING PURCHASE OF LAND FOR PHASE 1 FROM 31MARCH 2018. MY QUESTION IS AFFIDAVITE FILES ISSUED BEFORE 31MARCH WILL BE DEALT AS PHASE 1 OR PHASE 2 LATER ON. WHICH FILES WILL BE INCLUDED IN BALLOT EXPECTED AT THE END OF THIS YEAR.
          IF I BUY PHASE 1 AFFIDAVITE IN AUGUST 2018 B4 BALLOT, IT WILL BE INCLUDED FOR BALLOTING OR NOT.

          Multiple factors are at play in holding back property prices.

          1. We have seen a decent rise in property prices in preceding years. Now economic fundamentals have to catch up the rise in property otherwise prices would become stagnant. Purchasing power of a common man has its limits. Property market had to take a breather

          2. Availability of excess liquidity? Another amnesty scheme is in offing by government. Basing on past practices, that black money estimated to be around 5 Billion $ (Business Recorder) would get white and would be invested either in stock market or property, jacking up both.

          3. Majority is waiting to get clarity on emerging political scenario, post elections. Smart money hates political instability and fear factor is at play. This is likely to persist till after general elections.

          4. There is huge shortage of houses in Pakistan and population is growing substantially. However, housing schemes are propping up left, right and centre, giving lot of options to those in need. This is contrary to when people had fewer options and it was easy to manage prices. Now there are lot of choices.

          However bottom line remains that if a society is developing as per schedule, it is just a matter of time before prices would catch up with development work. For DHA Bahawalpur, prices are stagnant largely due to supply factor. The day that stops, prices would see a significant jump. For sure, we would not see this rate in near future. I see it as good opportunity and have invested in DHA Bahawalpur. My views therefore, may be biased.

    4. aoa, frankly speaking i have started to get disappointed because dha bahawalpur prices are going no where. i have invested in thinking i would give good return but since 1 and half year has lapsed but prices are still dormant. can holding 1 kanal cash file for another year gave some exit point? your opinion please Atif bhai…

      1. Dear Kashif Bhai,

        Recently Street Light installation started on Main Boulevard DHA Bahawalpur. It is recommended / suggested to hold a property at least till possession to get a reasonable return. When it will be in possession, only DHA Bahawalpur can give you best date. As per their website they officially claimed that it will be livable in year 2018.

      1. ATIF BAHI ,AOA, WHY DHA BAHAWALPUR FILE RATES ARE NOT STABLE , RATHER DECREASE IN PRICE OF FILES IS OBSERVED. EVEN ANOUNCEMENT OF CLOSURE OF INDUCTION / PURCHASE FOR PHASE 1 HAS NO POSITIVE EFFECT. WHAT IS YOUR ANALYSIS ?

          Close date is still far and supply in coming in the market. Once supply will be finish for the phase 1 and Phase 2 will be started, expectedly prices will be start gaining if other factors remain the same. Its not only Bahawalpur it is over all market which is slow at the moment. However DHA Bahawalpur is moving towards development with good pace and hope fully at the year end it will be livable at stated by DHA Bahawalpur several times. Off course all the area cannot be livable but a partial area can be made possible for living.

    1. Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

      Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

      1- Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

      2- Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

      3-Affidavit files rate is more then Allocation files due to difference of transfer fee.

      4- Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

      Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

        My 20 marla file on cash is in 12 BC and my file will be at the end of plots…
        Why development is not in full swing and when they will conduct balloting…

          DHA Bahawalpur is going a head in its developments. There will be also an entry from Yazman Road as well. As per market rumors ballot is expected in July 2018.

      2. Sir, Hope you are doing great . I failed to understand the pattern of prices in DHA Bahwalpur, I heard so much about its aggressive development but still there are very few investors in Bahawalpur Chapter. Please tell us why the prices are not increasing in this particular Society

        1. Dear Tariq Naushad Bhai,

          Market is overall slow and prices are almost stagnant in every sector other then few exceptional cases. Only reason specific to DHA Bahawalpur is supply of Phase 1. It will be finished in April 2018 as per communicated by DHA Bahawalpur Management. In my opinion even a small city like Bahawalpur with continuous supply is performing much better then other DHAs. As per project time frame still we have time till January 2019 for the last installment. It was a really a very good opportunity for those who want to make an asset in installment plan of 38 lacs. It was cheapest among all mew DHAs.

        At the moment it is available at 50,000 profit approx (given rate on basis of 15 days average). It is good buying due to low budget. I am expecting a reasonable gain after possession.

        1. Is not a 1 kanal affidavit file a better option because 10 marla would cost around 22.5 without dev. charges whereas 1 kanal can be bought around 28.5. very small difference. gain can be much more in kanal instead of 10 marla…

          It is much expected a good gain after possession til 2020. Hopefully till that time a commercial activity will be also generated. I am expecting 80 plus after 2020, if other factors improve in the country like political and law and order situation.

          It will have a positive impact on price, ballot is expected in same year 2018. In my opinion DHA should ballot once cost of land installment completed. However there are rumors on market for ballot in 2nd quarter of 2018.

      1. Dear Tanveer Bhai,

        DHA Bahawalpur is already most stable project in current scenario, having continuous non stop affidavit supply in market could not drop it prices. Buyers are also buying non stop that is why market is stable. Not like other DHAs where affidavit supply is short and prices are going up. Now DHA Bahawalpur is going towards livable for 2018. At the moment 7 or 8 installments has been paid for booking files. Once ballot will be done in this year and affidavit supply will be stop for Phase 1, prices will shoot without any delay. If you are holding DHA Bahawalpur file do not sell it (other then urgency).

They have endless supply whereas plots in block ABCDE or F are limited. will they be able to accomodate all file holders or accomodate them in phase 2. i m bit worried because holding 2 files of dha bwp.           There can be three different situations as under:

          1- Increase in demand result in price increase, where as supply is same
          2- Decrease in supply result in price increase, where as demand is same
          3- Decrease in supply & Increase in demand result shoot in price

          In case of DHA Bahawalpur supply is continuous, demand is same not decreasing thats why adjusting supply in market and price is stable from long time. Once supply will be reduce price will start growing and supply will be finish soon in shape of closing of DHA Bahawalpur Phase 1.

          How do you see Dha Bwp in terms of liquidity? I mean how easy or hard to sell the plot in Dha Bwp keeping in mind that it is not a big city?

    Being an expert ,what you see the future of the DHA Bahawalpur,About one year is remaining for completing the installments and currently i see no growth in terms file rates and what DHA Bahawalpur management is doing for it growth.

      I dont think that it did not grow it was at 22 once and now at 28 approx, still it has a good growth. But due to cash file available at 28 approx still so we can say no growth for installment files. However installment files were also supposed to be complete the installments to make an asset on installment plan rather for profit taking. Once installment will be completed and possession will be handed over then we will see what is the price at that time.

      Currently DHA Bahawalpur management is doing great job and that is developing the area without collecting development charges. People are still paying installment for cost of land and still have 1 year time to complete it. Definite DHA Bahawalpur was a good opportunity and still a good opportunity to buy at this price today and hold still possession.

    I read the below news from the DHA Website but unable to understand what does it mean

    GOOD NEWS FOR DHA CUSTOMERS
    The management of DHA Bwp has decided that the customers who want to transfer their files, now can transfer without paying left over installments. They only have to pay transfer fee, Government charges and surcharges.

    The remaining installments will be paid by purchaser within 60 days of transfer. The transfer letter will be given after clearance of installments.

    Note: NDC will be cleared without payment of balance installments.

      Previously files were not transfer able until updated, now there is relaxation of 60 days to update file. However it will be transfer to purchaser and seller will be free at the time of transfer. Purchaser need to make short installment payment within 60 days to get allocation letter from DHA. These installment were due by seller. Usually in Market Buyer update any pending installment by Seller and get it transfer. In this case DHA is giving 60 days time as well for Buyer to update the pending installment and get transfer completed.

    DHA like Gujranwala have reasonable rates of files where even land is not purchases fully and launch is still awaited. However, in Baawalpur , we see development already in progress but rates of 1 kanal is around 27 lac..what is your frank opinion about this disparity.

      Thank you for asking my frank opinion, I can see that people will miss this low budget buying soon once DHA Bahawalpur will be developed and possession granted and houses construction will start. We should not worry about price gain, as far as development work is going on it is not important that why prices are not increasing. However if development work stop then we need seriously think about it. These are phases of property business. DHA Bahawalpur is small city as compare to other DHAs. Also word of mouth count very much in this business. When every one will say that it is not a good investment, price will not take gain but on the other hand Management is committed to develop it at any cost. Till today I have no doubt about it completion.

      It is true that project price gain is not as per expectations of the few investors but project is going well in time. Even no development charges schedule is issued yet till today and we have witness much of development. I think we should appreciate DHA Bahawalpur Management who are setting new standard in DHA history to develop a project without collecting development charges. People are paying cost of land at the moment. I think it is now 7 installments completed and still 5 installments are remaining and we can see a lot of development at DHA Bahawalpur.

      In my personal opinion DHA Bahawalpur price is still very attractive and a low budget purchaser can still buy it and can live in DHA like development. It is a big opportunity specially for people of Bahawalpur. DHA Bahawalpur is 13th largest city population wise as per census 1998 and following is current census:

To add to your analysis one more thing goes in favour of DHA bhw is that bahawalpur city has only two good housing societies model town and satellite town and both are almost saturated with constructions and beside these two here in bahawalpur most other societies are too small or ill planed with the exception of government employees housing scheme which is a moderate housing scheme and is a good option. So people do not have much options here. It is just that people are too much catious here and they do not easily believe on anything.
        Considering all this DHA has a very good prospect and one must buy here.
        If we consider the price of a reasonable locality here in bahawalpur situated at yazman ROAD that is around 35 lakhs of 5 m PLOT then DHA prices are very reasonable. One must bear in mind that the said locality at yazman road is of no comparison to DHA. The locality is bostan-e,-yousaf at yazman road near fauji basti

          Actually none of the DHA is related to each other. Every DHA is independent and is not managed by one management. Every DHA has its own management. It is sole decision of management when to ballot and when to not. But DHA Bahawalpur is more aggressive towards development. If you see the development pace DHA Bahawalpur is still number 1. Soon it will be ballot also. They are going to start work on Canal Bridge soon. As per DHA Management, Canal bridge will be ready before June and you will be able to enter through this bridge in DHA Bahawalpur.

        2. Market is full of with worst behaviour and spreads news that dha bahwalpur is going to less 1 to 2 lac. But questionable thing is that how dha announced for livable in 2018. In this critical situation dha should take some steps of advertisements.

          As far as development is concern DHA Bahawalpur development work is going on. We have witness that DHA Bahawalpur is so far developing with fast pace as compare to other new DHAs. Pirce is also very reasonable. So it is till in range for low budget buying. AS per last meeting with DHA Dealers, Management claims that before June 2018, Canal entry of Main Boulevard will be open. People will miss soon these bottom prices of DHA Bahawalpur once it is completed and on ground.

    Can you please clarify the difference between “Allocation File” and “Affidavit File”?

    1. Affidavit files are agreement between land holder and DHA. When land holder surrender his land in favor of DHA, DHA issue affidavit files in his favor. Usually this proportion is 2 files of 1 Kanal against 1 Acre of land. DHA give a favor to land holder that in affidavit file Seller name is written and Purchaser name is open. In other word you can say it is a open file. Land holder has this opportunity that he can fill the name in Buyer filed and submit it to DHA and attach a transfer fee voucher (paid by buyer) and DHA transfer this to buyer name. Now this affidavit file is submitted back to DHA. For Buyer DHA issue an intimation letter to intimate him that file has been transfer in your name. Now Buyer need to become the Member of DHA. Buyer submit the membership fee to DHA and DHA issue an allocation letter to buyer after due course of time.

      Now it become an allocation letter. Now it will be transfer as like plot transfer, NDC will be applied, all Govt. taxed like Stamp Duty, CVT, Advance Tax on Sale and Advance Tax on Purchase & DHA Transfer fee etc. will be applicable. Once it become the allocation all the transfer charges will be applicable on every next transfer. So you can say usually files are first affidavits and then become allocations. However in case of direct allotment like booking or to Army Personal it is directly an allocation file and all transfer fee and charges are applicable on first transfer even, because it is a direct allocation.

      1- Affidavit file transfer fee vary between 6500 to 20000 for normal to urgent transfer respectively. Purchase is not charges any CVT, Stamp Duty and Advance Tax. Affidavit file can be transfer without presence of Seller and Buyer in DHA Office. But for allocation letter collection Buyer must present himself to collect allocation letter.

      2- Allocation file transfer fee is charged as regular plot including full DHA Transfer Fee, Advance Tax on Purchase, Capital Value Tax (CVT), Stamp Duty and any other Govt. charges. For Allocation files Seller and Buyer must be present in DHA Office, except Overseas Buyer Transfer or On Behalf of Buyer Transfer in case of DHA Bahawalpur. But for allocation letter collection Buyer must present himself to collect allocation letter.

      3- Affidavit files rate is more then Allocation files due to difference of transfer fee.

      4- Affidavit files can be transfer within 3 to 4 days, where as allocations files required NDC and take 7 to 10 days to transfer.

      Affidavit is like an advantage for land holder who surrender his land for DHA project. Affidavit and Allocations both files are issued by DHA and are equally secure as the issuing authority is Defence Housing Authority

    1. DHA Bahawalpur should present some incentive for their customers , e.g.,10% discount , right off one or two installements. Otherwise people are not depositing installments on time and ultimately DHA will lose reputation, funds from transfer fee and finally declrared as Fallop Housing Society in southern punjab.
      without funds development will not be upto mark and DHA BAHAWALPUR WILL NOT BE LIVABLE AFTER ONE YEAR .

        Thank you for valued suggestion. It came into my notice that DHA Bahawalpur is giving relaxation for late payment charges. I am not sure about it, but a client give feedback that they are offering some waiver in surcharge now to encourage people to make payment even of they are late.

All dealers say that no one interested in dha bahwalpur and try to promote dha multan although own rate of dha multan are not as expected. May b its my personal opinion but dha bahwalpur management fail to promote their project

          I think we should do analysis on ground realities rather then market rumors. Prices are coming down in all areas other then few exceptional cases. If there was no development in DHA Bahawalpur then I could agree with your statement, where as we have witness fast track development in DHA Bahawalpur. Overall market is slow in from last 1 year approx. But slow market and declining of prices has nothing to do with the payment of installment. One should be clear that project was offered on installment plan, if installment stop then market may get default due to financial issues. At the moment project is developing and hope fully New Main Boulevard entry will be accessible before June 2018. I think difficult time for project is gone now. Project is now moving towards completion now. If development of DHA Bahawalpur could not be started ever then I may recommend that stop the installments un till development started. But here development is going on without any interruption. Development is going on with timely manners even development charges are yet not demanded by DHA.

          Ad per last meeting with DHA Agents, Management told that they are committed to make project livable till year ending 2018. Sector A, B, C, D and F development work is going on. Army Officers Housing Scheme development work also started as well as DHA Villas. There is no comparison of DHA Multan with Bahawalpur. Both have different dynamics. However in general it is fact that Multan is big city then Bahawalpur, but also the price difference is same between DHA Multan and DHA Bahawalpur. People will learn soon what opportunity they have missed in DHA Bahawalpur in this Budget (approx 27 lacs for today). I will highly recommend to pay the installment in time so that project can be completed in given time frame. Also you are not paying the development charges, you are only paying cost of land charges for booking files in installment plan. Where as DHA has already started development work without getting any development charges. I think we should appreciate DHA Bahawalpur Management for this achievement. Hope I answer the question, if you still have any doubts / confusion in mind feel free to write here.
