A mega consortium of more than 10 firms led by a known group of companies has succeeded in getting development rights of the phase-1 (Sapphire Bay) of the country’s first mega riverfront development venture in Lahore — Ravi Riverfront Urban Development Project worth billions of dollars.
He said under the business development model, the bidders were required to offer percentage of developed residential and commercial plots and money to RUDA against the land they would be getting for development and contribution in the development of river channelization, construction of barrages, river’ training, roads, infrastructure etc. “But I cannot tell you the bidders’ offers exactly right now since we will announce this by Tuesday,” he maintained. “Everything related to the bidding process was done in a very transparent manner by following PPRA rules and other regulations,” the RUDA head claimed.

Cabinet Body Approves Industrial Investment under RUDA
A number of important decisions have been sanctioned in the meeting of the Cabinet Committee on Legislative Business chaired by Punjab Minister for Law and Parliamentary Affairs Muhammad Basharat Raja, here today. The meeting was attended by provincial ministers Rai Taimur Bhatti, Hafiz Mumtaz Ahmed and concerned secretaries. Cabinet Committee approved investment in Ravi Urban Development Authority (RUDA) industrial zones. The decision allows Ruda to enter into an agreement with a Saudi investor for investment in industrial zones 2A and 3A under Ruda. The Cabinet Committee also allowed the Excise and Taxation Department to enter into an agreement with Pakistan Post for delivery of vehicle number plates and registration documents through post office for the convenience of the applicants. The meeting approved the transfer policy of the special education department and sale of 15,000 metric tons of wheat to Gilgit-Baltistan. Muhammad Basharat Raja expressed satisfaction over the fact that the sale of wheat would not affect the food reserves for Punjab. Cabinet Committee reviewed and approved the Punjab Aquaculture Development Corporation Act 2021. Approval has also been given to the Department of Education to assist in the door-to-door survey of the Benazir Income Support Program (BISP). Constitution of the departmental promotion committee (DPC) for promotion to grade 19 in the Punjab Institute of Language Arts and Culture (PILAC) was sanctioned during the meeting.

Supreme Court suspends Lahore High Court decision about RUDA
The Supreme Court suspended the decision of the Lahore High Court on the River Ravi Urban Development Project and allowed the Punjab Government to continue working on the project in part. A three-member bench of the apex court, headed by Justice Ijaz-ul-Ahsan and comprising Justice Mazahir Ali Naqvi, heard the Punjab government’s appeals against the Lahore High Court’s decision.
It may be recalled that the Lahore High Court had declared the acquisition of agricultural land for the Ravi River Front Urban Development Project as unconstitutional and a violation of the fundamental rights of citizens. At the same time, the court had declared several provisions of the Ravi Urban Development Authority (RUDA) Act illegal.
The court had directed the Ravi Urban Development Authority to repay the loan of Rs 5 billion to the Punjab government in two months, saying that the authority had failed to comply with the rules and the project was started without a master plan. The Punjab government had filed a petition in the Supreme Court against the decision of the Lahore High Court, which was heard today.

CM reviews progress on Ravi River City project
LAHORE: Chief Minister Sardar Usman Buzdar chaired a meeting regarding Ravi Urban Development Authority (RUDA) at his office here Tuesday and reviewed the progress work. The chief minister expressed satisfaction over the progress of project and directed to accelerate the pace of work on it. He said, in the first phase of Ravi River-Front Urban Development Project, 44,000 acres land had been identified and an industrial zone on 6,000 acre would be established besides construction of three barrages having the storage capacity of 600,000 cusec water.
He said that the project would be eco-friendly as six million saplings would also be planted which would help to significantly reduce environmental pollution. He directed to complete the land acquisition work as soon as possible keeping in view all rules and regulations. He emphasised that the project would have a great attraction for foreign investment and also to be showcased at Dubai Expo.
He said the project was a unique one in the world to be built on the bank of river as it would prove to be a game-changer, leading to open up new avenues of development. Chief Executive Officer Ravi Urban Development Authority Imran Amin briefed about the progress and land acquisition matters of the project.

Ravi riverfront project: Compensation to landowners has started, claims Ruda
LAHORE: The government claims to have started implementing the special compensation package for the landowners/affectees of the Ravi Riverfront Urban Development Project under the Land Acquisition Act 1894.
The implementation of the package was started after the government approved it in the light of recommendations of a special committee, respective district administrations (Lahore & Sheikhupura) and the Ravi Urban Development Authority (Ruda), Dawn has learnt.
“From Saturday, we have started implementing the compensation package prepared specially for the landowners/affectees of the country’s first and biggest urban project. The landowners have started receiving cheques from the respective revenue officials/committees,” Ruda Chief Executive Officer Imran Amin told Dawn on Sunday.
“The compensation cheques are being given to those whose land falls within jurisdiction the Sapphire Bay (Phase-1), which comprises of around 2,000 acres. The compensation package for the land situated in other phases of the project is not yet prepared since the land acquisition process is yet to begin there,” Mr Amin explained.
It may be mentioned that the landowners had expressed grave concerns over the compensation package announced earlier and urged the government to make a reasonable package for acquiring their land. Keeping in view the demands, the government had constituted a committee to hear the landowners and give recommendations in a bid to offer good land price.
According to the package, the government has offered up to Rs3.5m per acre for the land situated in the river bed along with a developed plot measuring from five to seven marla on each acre. Similarly, the package for the land other than the riverbed ones ranges from Rs5m to Rs7/8m along with a 10 marla developed plot (per acre). Likewise, the compensation for the crops, outhouses, rooms, infrastructure etc is separate.
“The cost of a developed plot (per marla) has been estimated as Rs500,000. And if we calculate the total compensation package (per acre), it appears to be more than Rs5m (per acre) for the riverbed land and Rs9/10m (per acre) for the other land. So I think it is the best-ever package for the land the government is acquiring for this project,” Mr Amin claimed, requesting the landowners to keep away from those propagating against a project that would reduce the massively increasing urban pressure on the existing city of Lahore.
The project’s urban design consists of three phases– Phase-I is spread over around 45,000 acres, Phase-II on around 34,000 acres and Phase-III on around 24,000 acres. Twelve cities have been proposed in different phases that include Medical City, Residential City, Government and Finance City, Innovation City, Knowledge City, Mix Use, Sports City, Tourism and Entertainment, Eco City, Commercial, Urban Farms and Downtown. The project has been divided in various zones called Mix Use Residential, Mix Use Commercial, Mid Rise Residential, Technology City, Residential (Single family units), Mix-use, Central Commercial Park, Financial, Residential High-rise, Forests etc.
The Ravi project stretches over a length of approximately 46km. The river, under the plan, shall be channelised in three phases. One barrage is proposed to be provided at the end of each phase of total three phases to maintain water level in the channel. Additionally, islands shall be provided in each phase. The additional water, required to develop Ravi into a perennial fresh water body would be diverted from Marala Barrage into Upper Chenab Canal (UCC) and then into BRBD Canal. Since the essence of project is the revitalisation of the Ravi river, it is claimed to be supportive to the ecological system to thrive back naturally and uplift the adjourning areas socially and economically. The authorities claim that they project will also rehabilitate the Ravi river into perennial fresh body and additional benefits of treating whole city’s existing wastewater. The implementation of the project has reportedly many benefits in terms of social, environmental and economic enhancement.

Mega consortium gets rights to develop Ravi River City Phase-1 Sapphire Bay
LAHORE: A mega consortium of more than 10 firms led by a known group of companies has succeeded in getting development rights of the phase-1 (Sapphire Bay) of the country’s first mega riverfront development venture in Lahore — Ravi Riverfront Urban Development Project worth billions of dollars.
According to RUDA chief, as many as eight groups/companies were pre-qualified for submitting their technical bids for the project. Of eight, he said, four qualified technically and they were asked to submit their bids. Out of four, three—including one (Javedan consortium) owned by Arif Habib Group of Companies—submitted bids.
“Of three, Javedan’s financial bid was more than the other bidders–Bahria Town and Metracon,” Ameen added.
It is pertinent to mention that Javedan Corporation, a lead partner of the Javedan consortium, is a subsidiary of the Arif Habib Group of Companies. And the name of Mr Arif Habib was mentioned on top in an official notification as member of the Ravi Urban Development Authority.
“In exercise of the powers conferred under section 4 (4) of the RUDA ordinance 2020, the Punjab government is pleased to appoint Mr Arif Habib (Arif Habib Group), Mr Aqeel Ahmad Dhedhi (AKD Group), Mr Iftikhar Ali Malik (Guard Group of Companies), Planning and Development Board Chairman, Housing Department Secretary, Mr Javed Salim Qureshi (Pakistan Engineering Council Chairman) and Mr Kalim Ahmad Siddiqui (Pakistan Council for Architects & Town Planners) as members of the authority for a period of three years,” reads a notification issued on August 6 last year by the Punjab government.
However, after one month or so of the issuance of notification, Mr Habib resigned from the membership so as to avert any controversy or any conflict of interest.
“He (Mr Habib) had resigned last year—probably a month or so after notification’s issuance,” the RUDA CEO clarified. “And since he is no more member of the authority, there is no conflict of interest in this regard,” he said.

On the other hand, an official source in the Punjab government told Dawn that bidding process was based on single stage-three envelope (pre-qualification and technical and financial evaluations). “The successful bidder offered 15 percent each of the total developed residential and commercial plots, cost of raw land and financial contribution in developing the mega infrastructure — three barrages for river revival and channelization, roads, wastewater treatment plant etc,” the official explained.
He said the Ravi project part-1 consists of around 44,000 acres that includes 5,000 acres river’s land. Of the remaining 39,000 acres, the government initially wants development of 2,000 acres of the riverfront project.

Land acquisition rates for Ravi Riverfront Urban Development Project
Committee has fixed the rates for acquisition of land for Ravi Riverfront Urban Development Project. In total, rates for 22,990 kanals have been determined at tehsil level, while the rates for 91,096 kanals have been determined in Shalimar City. In the first phase of the project, 14,086 kanals of land will be acquired, while in total land spanning nearly 613,785 kanals will be acquired. In total, land will be acquired from 32 mauzas of Lahore and 90 mauzas of Ferozewala. Meanwhile, for the first phase, land will be acquired from 17 mauzas of Shalimar and 9 mauzas of Lahore.
According to details, the 3,578 kanals of land in mauza Baghbanpura has been divided into agricultural and residential land. The agricultural land will be acquired at 6.8 million Rupees per acre, while the residential land will be acquired at 260,000 Rupees per marla. The agricultural land in mauza Mehmood Booti will be acquired at a price of 7.3 million Rupees per acre, while the residential land will be acquired at 110,000 Rupees per marla. In Kot Khawaja Saeed, the agricultural land will be acquired at 6.8 million Rupees per acre, while the residential land will be acquired at 120,000 Rupees per marla.
In Saggian Wasanpura, the agricultural land will be acquired at 4.3 million Rupees per acre, while the residential land will be acquired at 120,000 Rupees per marla. In Mauza Hando, the agricultural land will be acquired at 7.9 million Rupees per acre, while the residential land will be acquired at 370,000 Rupees per marla. In Mauza Nit, the agricultural land will be acquired at 8.4 million Rupees per acre, while the residential land will be acquired at 184,000 Rupees per marla. In Mauza Tejgarh, the agricultural land will be acquired for 6.7 Rupees million per acre, while the residential land will be acquired for 350,000 Rupees per marla. In Mauza Rampura, the residential land will be acquired at 370,000 Rupees per marla. In Shahabpura, the residential land will be acquired at 200,000 Rupees per marla and in Rakh Chabeel, it will be acquired at 370,000 Rupees per marla.
