The National Engineering Services of Pakistan (Nespak) has sent a draft about a new building code for the whole country to the Housing Ministry that after taking all stakeholders on board will finalise the draft and despatch it to the federal cabinet for approval.

This was informed by Managing Director Nespak Chaudhry Karamatullah in a presentation regarding rehabilitation and reconstruction schemes in the earthquake-affected areas, chaired by Federal Minister for Water and Power, Liaquat Ali Jatoi here on Tuesday.

One of the officials who attended the meeting told The News that Nespak has prepared a new building code for the country to protect damages in future due to earthquake of high intensity.

It has already prepared building code for Islamabad and affected areas of Azad Kashmir and some parts of the NWFP, which were badly hit by the last year earthquake.

The new building code is being implemented by the Capital Development Authority in Islamabad for new construction in the capital and Nespak has already submitted it to the Earthquake Reconstruction and Rehabilitation Authority (Erra) to ensure new construction in the affected areas in accordance with the new building code.

Nespak, which is a general consultant to Erra under administrative control of the Ministry of Water and Power, has done a tremendous work for the rehabilitation and reconstruction in the quake-hit areas and provided prompt and immediate relief to the affected and needy people well in time in coordination with all donors” agencies.

This effort was highly appreciated by the president and the prime minister on various occasions, which was also endorsed and commended by donors and the public at large.

The meeting was informed that Nespak has completed all necessary requirements, including preliminary damage assessment of the area and database of villages in earthquake-affected areas as well as seismic studies of the area has been done.

The MD told the meeting that revision of the Building Code of Pakistan, which will cover all the regions and major cities,

and master planning of major towns in earthquake hit areas, including housing, education and health sectors have been carried out.

Giving the detail of major assignments in hand, the MD, Nespak said the master plan of new Balakot town at Bkrial, and Rawalakot has been completed. He added that the seismic micro zoning of Muzaffarabad, Balakot and Bagh has been completed while Rawalkot, and Satellite Towns of Muzaffarabad are in progress.

The infrastructure for new towns will be developed within minimum time frame.

He added that recommendations for preliminary seismic design parameters and criteria for seismic resistant design of building in Islamabad/Rawalpindi has been completed while for whole of the country are in progress.

The minister appreciated the services of Nespak regarding the rehabilitation and reconstruction in the affected areas and directed the company to speed up its quality of work in these areas to

resettle the affected people in time.
He also lauded the tremendous job done by the Water and Power Development Authority for quick restoration of power in the affected areas and stressed the need for coordinated efforts to remove the misery of the poor people of the area.

Adviser, Minister of Water and Power, Riaz Ahmad Khan and other senior officials of Ministry and Nespak attended the meeting.
