    Can you roughly let know the FILE of a plot evaluation for 10 Marla & 1 Kanal plot in Dha Phase 9 Prism,
    Sector is not a priority atm , also inform if we can get FILE on installments as cannot pay lump sum money
    at once!

      There is no installment option in Phase 9 Prism. Only Development charges can be paid in installment.

DHA Gujranwala is not only Gujranwala, it is Sialkot, Daska, Wazirabad, Gujrat and some how Hafizabad, Pasrur as well. DHA Gujranwala will have a largest target customer base. All these cities are industrial cities and have good purchasing power. But people in these areas having buying pattern of on ground projects or properties.     LRE website shows almost all prism is for sale, but no any plot for sale on your website. What is current situation and rates block wise in prism

      In fact no active transactions in the market at the momen, as soon as market will active you will see plots for sale here also. I am unable to share Rates due to no real time transactions in the market other then few, however we will share demands soon.

          DHA Phase 9 Town Block B Plot # 1204 price assessment is 54 lacs. There are only over all 10 to 15 transfers per day in DHA office.

          Market is slow at the moment, sellers are demanding but there is no offer. Before Eid there were around 100 transfer per day. Now there are 10 to 15 transfer per day.

        Although overall market is slow but still there is some activity in DHA Phase 9 Prism. Govt. also applied property tax on empty plots. Before you pay property tax on constructed area. Now you have to pay on open land as well.

    Thanks atif bhai for your reply and i am amazed that after 2 months zameen posted your interview, if you review carefully interview of agents from other cities their feedback looks close to current scenario. but in your case it was opposite its strange and should take up with zameen

    i am overseas person and frankly speaking i don’t see this Govt move in right direction. As being overseas i should have same benefits and rights as filer enjoy why i have to pay tax if my source of income is not from Pakistan. Pakistan is very much depend on foreign remittance from overseas Pakistanis. People in overseas are doing hard work, taking the pain of living away from families and being loyal to motherland send money back to pak not like corrupt elements in our country who steal money from people and send black money overseas. Despite of all hardships overseas Pakistani does not get their rights. Sorry for expressing all this as i had grudge on Govt and this issue from quite long time.

    If u ask my opinion on recovery, although i am not expert like you, but i feel that if this tax exist then very steady growth not rapid changes in prices. As overseas investors who are major contributor are having major issue on job security in US, Europe and Gulf therefore people will be very very reluctant to go for investment in property at this stage because of job insecurity and pak taxes.

      This interview was conducted in Beginning of June. Market situation was quite different at that time. Every one was optimistic even though knowing that new taxes are going to be implemented from 1st July like every year new budget implemented from 1st of July. But no one was aware this much worst situation can be face. Thats why it is look like this. It may possible if tomorrow Govt. revert all the taxes and our analysis will be quite difference very next day. Analysis are based on various variable factors. How long they remain constant for a specific time frame then vary, it is an important factor. Like new taxes almost halt the market. How long it will remain the same if Govt. does not agree to make any change to previous state. This is still questionable. It is like nerves game now, suppose if Govt. do not show any relaxation and remain strict on the same. What do you think how much time market will take to recover?

    Kindly explain how does it go with the current tax and other changes.
    For example if I own a plot (Army Officer) in DHA 9 which has the market value of Rs. 75 Lacs and only three development charges installments paid. Now if I want to sale it how much will I receive cash-in-hand after clearing all the taxes/fees?

    • Dear Abdullah Bhai,

      Army Officers allotted plots are exempted from Advance Tax on Sale. If you are seller and a Army Officer and plot is allotted to you then you have nothing pay at the time of sale. Your development charges are subject to mutual understanding between you and buyer.

        Atif Bhai kindly do elaborate what do you mean when you said “Your development charges are subject to mutual understanding between you and buyer.”?

        I am the seller, so if the market value for the plot is 75 lacs and the Development Charges in Total is Rs.13 lacs. Will the buyer pay me 75 lacs or will he subtract the total 13 lacs development charges (since he has to carry on paying the development charges himself, after purchase of the plot) and pay me 75-13= 62 lacs only?

        • Dear Abdullah Bhai,

          Development charges are 19.50 lacs for Civilian category plots. Army plots has installment of Rs. 50,000 each. But once I plot transfer to civilian it carry on civilian installment of Rs. 175,000. Mutual understanding mean the terms decided for deal e.g. some buyer offers the price with installment paid for e.g. if you have paid 3 installment paid of Rs. 50,000 buyer might be offer you Rs. 75 lacs with 3 installment paid. Its up to you and buyer how you mutually agreed on the price other case may be that you ask for installment separately. At the moment Phase 9 Prism is not dealt with full price. It is dealt with paid installment separately or including price. Soon it will be dealing with full price then you can minus the remaining installment from final price.

    If cvt/stamp duty is still being calculated on DC rate and only gain tax will be calculated on FBR price, then why market is under pressure? so we pay same old CVT/ stamp duty, only gain tax will be worry some as it will be calculated on FBR rate but only if one wants to sell it soon.

      DC rates are also increased and also a new list is also issued for the same by FBR.

      For example DHA Phase 9 DC Rate for year 20-15-2016 was 20 lacs, now DC rate is 30 lacs for year 2016-2017. But FBR rate is 45 lacs for year 2016-2017. Stamp Duty and CVT will be calculated on DC rates and Advance Tax on Sale and Advance Tax on Purchase will be calculated on FBR rates.

    Thanks Atif bhai. In Rs Rupees what will be CVT, Stamp duty for 5 m. Like i was told CVT is Rs. 15000 (@ 2%) and stamp duty is 22,500 @ 3% is it correct and FBR tax not known.

      DHA Phase 9 Town DC rate is 30 lacs

      CVT & Stamp Duty will be calculated on DC Rates and Seller Gain Tax will be calculated on FBR rates.

    Atif bhai, If this is a case as you described then it means market will suffer as government made their mind and it was mutually agreed by DHA dealers group and now people are reluctant to do any buying or selling. So the agreement made by DHA dealers with Govt. does not look correct move and seems rejected by main stake holders that is Purchaser.

    Dear Atif Bhai, After Transfer of plot was done and they provided me with membership form & orignal forwarding letter and asked me to wait for CVT as yet rates not final and once finalized then we will submit the documents for allocation letter. Please guide what is matter of CVT & Stamp duty and second is there any risk involved in this delay or now i am secure. JazakAllah

      Now DC rates are available and you can submit CVT and Stamp Duty also the Advance Income Tax on purchase of Immovable Property. You are secure now but after a specific time period if you do not deposit these documents then you will be charged fine. So it is better to submit the documents as soon as possible. You have to pay the membership fee along with the document submission.

      Yes it is fact that there are hardly 5 to 10 transactions per day. Market is just stuck and no regular activity. We should wait and see the market and then decide.

      There is no real time transaction in the market at the moment. Assessments are same as before 30th June. Hope fully market will start working in next week. official rate list is still not available.

    • Dear Imran Bhai,

      1,300,000 are development charges are to be paid to DHA. Once deal is transfer buyer will make payment to seller and seller is free now. Now buyer will continue the development charges which are payable to DHA Lahore. So buyer will pay 110,000 installment of Development charges to DHA after every quarter on or before due date.

      This is not current market value, this was Market value before EID. There is no transaction in the market due to new tax policy which is unclear. So no selling or buying in the market. Because there is no real time transaction thus no rate. So I am just giving you assessment which was before EID just to have an idea of price. Please wait and see till 31 July what decision made by the Govt. regarding new taxes. Once the tax issue is clear activity will be started in the market.

      However in longer run it will definite grow.

    2) Will the value of this army allotted plot (Phase 9 Prism Sector F, 1293) rise from 70 lacs (as per your assessment) with in the coming few months, should we keep this plot or sale it?

    3) Another question is when such army allotted plots are sold or transferred to the buyer, do we have to pay all the lump sum amount of 13 lacs (10 marla development charges) to transfer it to the buyer?

      You dont need to pay lump sum amount, simply the payment schedule will be revised to civilian category. You will be paying 110,000 after every quarter. Army allotted plots transfer process is same. Just seller need NOC from GHQ. NOC issued for 1 year time period. Once seller has NOC you can get transfer of plot in DHA Office.

    You specified ‘civilian’ whereas plot is registered/balloted to a serving army officer, could you please shed some light on this, what does this mean?

    This Plot is owned by my relative (the army officer) and 2nd installment (development charges) have been paid recently. Could you please in detail explain to me how such plots that are allotted to army officers can be sold? What are the step by step procedure to sale these plots.

    And finally, will the value of this plot rise with in the coming few months, should we keep this plot or sale it?

    • Army alloted plot installments are less the civilian after every quarter. The given assessment is for civilian installment plan, which installment is 110,000 after every quarter.

      Total development charges are same for army alloted and civilian category. Army persoanl has only a benefit of paying the small amount of development charges after every quarter for a longer period. Also once a army allotted plot transfer to civilian it will continue the installments as per civilian schedule.
